- Construction services are required for this design-bid-build project with the Government of Japan (GOJ) involved as observers and participating in its contracting process.� The project is funded by the GOJ direct cash contributions (otherwise referred to as Mamizu funds). The work for this project includes, but is not limited to, constructing a consolidated headquarters facility for the 3rd Marine Expeditionary Brigade (MEB), 4th Marine Regiment, and two Infantry Battalions at Naval Support Activity, Marine Corps Base Guam consisting of reinforced concrete with all components such as, exterior walls, flooring, foundation, windows, roofing, mechanical, electrical, and informational systems appropriate to Guam earthquake and environmental conditions, and designed to meet applicable Unified Facility Criteria (UFC). �Support facilities include utilities, site improvements, emergency generator, access roads, parking, and incidental related work.� ��� NAVFAC Pacific is the Department of Defense Executive Agent for construction on Guam and is the designated construction agent.� By furnishing any submittal or proposal, the offeror acknowledges that their submittal or proposal may be shared with GOJ officials who may be observing the evaluation process. The estimated dollar value is between $25,000,000 to $100,000,000.� THE NORTH AMERICAN CLASSIFICATION SYSTEM (NAICS) CODE IS 236220 AND AVERAGE ANNUAL RECEIPTS OF $39.5 MILLION OVER THE PAST THREE YEARS.� THIS PROCUREMENT IS UNRESTRICTED. �The contract completion period is anticipated to be 744 calendar days.� Due to ongoing travel and COVID-19 restrictions in place, no physical site visit will be conducted. The Government will publish photographs of the J-301 project site to familiarize Offerors with the jobsite and conditions they may encounter.� Offerors should expect a Notice on the beta.SAM.gov website on or about 9 June 2021 publishing the photographs.�� This solicitation will utilize the tradeoff source selection process.� Large business concerns will be required to submit a subcontracting plan as a part of the proposal.� All technical factors, when combined, are considered of equal importance to Past Performance.� The factors are:� Factor 1 � Experience, Factor 2 � Past Performance, Factor 3 � Safety, Factor 4 � Small Business Utilization, and Price.� Proposals submitted in response to this solicitation shall be in the English language and in U.S. dollars.� Contract award will be made to the offeror proposing the best value to the Government from a non-price and price standpoint.� For evaluation of Factor 1 � Experience and Factor 2 � Past Performance, a maximum of three (3) relevant construction projects must be submitted that demonstrate experience in similar size, scope, and complexity.� Furthermore, relevant construction project is defined as: �Construction of new reinforced concrete multi-story (2 stories or more) headquarters or administrative office type building at least $30M or more in dollar value. Building walls, roof, ground floor, and suspended floor framing shall be constructed of reinforced concrete. ""Reinforced concrete"" is defined as Precast Concrete, Precast/Prestressed Concrete, Cast-in-place Concrete, or Post-tensioned Concrete.� Relevant project must be completed or substantially completed within the past ten (10) years of the date of issuance of this RFP. Failure to demonstrate experience in these criteria shall be considered a deficiency and an unacceptable rating will be assigned for this factor. Substantially complete means at least 90% physically complete.� Building repair, renovation, conversion, and addition work will not be considered as relevant project.� The Request for Proposal (RFP) will be available on or about 4 May 2021. �Printed copies of the RFP will not be issued. The RFP, including the specifications and drawings, will be available under Contract�Opportunities on the beta.SAM.gov website. � Contractors must request Explicit Access to view/download the RFP documents so will need to Sign-In at beta.SAM.gov.� Create an account�at beta.SAM.gov, if needed.� Upon entering beta SAM.gov, search Contract Opportunities using the Solicitation No. and request Explicit Access for documents.� An email will be forwarded once the contracting office has approved a request and contractors will then be able to view and/or download the RFP documents. Amendments also will be posted to the beta.SAM.gov web site. �It is the offerors responsibility to check the beta.SAM.gov website periodically for any amendments to the solicitation.�
