- Description
- The USPFO for South Carolina intends to issue an Invitation for Bid to award a single firm fixed-price contract for services, non-personal, to provide all plant, labor, transportation, materials, tools, equipment, appliances and supervision necessary for repairs to the existing runway pavements. The scope of this project is to remove existing substandard concrete and asphaltic pavement on the north and south runway/shoulder touchdown areas. Replace base course materials and place new concrete pavement.� Clean and seal all joints on the new concrete pavement.� Replace airfield lighting, and provide airfield markings (striping), site improvements, and improve storm water drainage.� Reconstruct the runway utilizing conventional design and construction methods to accommodate the mission.� Project includes demolishing and rebuilding support structure for two aircraft arresting systems.� The runway will be compatible with all applicable Department of Defense (DoD), Air Force, and installation design standards and criteria.� In addition, local materials and construction techniques shall be used where cost effective.� The work is located at McEntire Joint National Guard Base (ANG) near Eastover in Richland County, South Carolina.�� This project is set aside 100% for Small Business. The North American Industry Classification (NAICS) Code is 237310, with a size standard of $39,500,000.00. The magnitude of the project is between $25,000,000.00 and $100,000,000.00. The contract duration is 210 days after the notice to proceed is issued. Your attention is directed to FAR CLAUSE 52.219-14 (b) (4) LIMITATIONS ON SUBCONTRACTING which states that on this project contract, the Offeror /Contractor agrees that in performance of the contract the concern will self-perform at least fifteen percent (15%) of the cost of the contract, not including the cost of materials, with its own workforce. The tentative date for issuance of the solicitation is on-or about 30 April 2021. The date for the pre-bid conference will be included in the solicitation. A site visit will follow the pre-bid conference and no requests to visit the jobsite will be considered prior to the conference. Interested contractors are encouraged to attend and shall follow conference registration and base access requirements included in the solicitation.
