- Site Work and Geotechnical Mitigation for Alameda Columbarium and Outpatient Clinic and Conservation Management Office The Government anticipates issuing a Two-Step Information for Bid (IFB) with the intent of awarding a Firm-Fixed Price construction contract for W91238-21-B-0003/ Site Work and Geotechnical Mitigation for Alameda Columbarium, Outpatient Clinic and Conservation Management Office Project Description: The procurement action will result in a one-time design-bid-build, Firm Fixed Price contract for construction services with an overall 600 calendar days period of performance. The Veterans Administration (VA) has charged the US Army Corps of Engineers to be their design and construction agent to an Outpatient Clinic (OPC), a National Cemetery (NCA) (comprised of columbaria administrative space for Veteran Health Administration, NCA and Veterans Benefits Administration agencies, and associated parking on approximately 102 acres of property at Alameda Point (former Naval Air Station) in Northern Alameda County. The purpose of this requirement is to prepare the site at Alameda for the construction of these elements along with access roads, parking, landscape and hardscape. This includes, but is not limited to, demolition work and hazardous material abatement, concrete and asphalt removal within the footprint of the developed site, site raise and surcharge for the developed site, geotechnical mitigation for the developed site, , access to the site and cemetery access road, and parking to support the Columbarium. The geotechnical remedies include the installation of drain wicks to improve site consolidation settlement to achieve 95% settlement in less than 9 months from remedy installation. The other remedy is to reduce liquefaction consolidation to less than 4�. The site will be raised with fill to reach a level that has been designed to combat potential flooding and seawater rise. Additionally, surcharge material will be added for the developable area sequentially and in accordance with design instructions to achieve earliest consolidation to the Columbarium first then the clinic and parking. The sequencing plan outlines how surcharge will be placed and removed by zone and then placed at the OPC, CMO and Parking areas. The scope also includes the requirement to monitor and verify consolidation settlement. In accordance with DFARS 236.204(i) the estimated magnitude of construction is expected to be between $25M and $100M. This prospective contract action will be conducted using NAICS Code is 237990 (Other Heavy and Civil Engineering Construction). The size standard $39,500,000.00.� Product Service Code is Y1DZ (Construction of other Hospital Buildings). Phase one of the solicitation will proceed as unrestricted and is anticipated to be issued sometime in May 2021 with proposals due tentatively in 30 days. The solicitation will be issued on the Government Point of Entry known as beta.sam.gov and will establish a firm bid due date/time. If applicable, the site visit date, time and location will be identified in the solicitation. BE ADVISED THAT THIS PROJECT MAY BE DELAYED, CANCELLED OR REVISED AT ANY TIME DURING THE PRE-SOLICITATION, SOLICITATION, SELECTION, EVALUATION, NEGOTIATION AND/OR FINAL AWARD PROCESS.
