THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. This synopsis/solicitation 1305M2-Q-21-00728 constitutes a Request for Quotation (RFQ) and incorporates provisions and clauses in effect through Federal Acquisition Circular 2021-05.� � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � �� � �� The National Oceanic and Atmospheric Administration (NOAA), National Ocean Service (NOS), National Centers for Coastal Ocean Science (NCCOS), Hollings Marine Lab (HML), Charleston, SC, has a requirement for preventative maintenance Services for a Siemens Water Dechlorination and Deionization Purification System with a Period of Performance 08/01/2021 � 07/31/2022 to include four consecutive option years. The delivery address is NOAA/NOS/NCCOS/HML, 331 Ft. Johnson Road, Charleston, SC 29412. The Government will award a firm fixed price contract based on Best Value/Trade Off. Quote shall include all costs associated with each CLIN unless otherwise indicated on the vendor�s quote.� This RFQ is 100% set aside for small businesses. The associated NAICS code is 811310, Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance, with a Size Standard of $8 million. A contract issued as a result of this solicitation shall incorporate the Department of Labor Wage Number 2015-4427, Revision Number 15, dated December 21, 2020 Additionally, each offeror must provide the following information with the quote: The Request for Quote (RFQ) number; The Name, Address, Telephone Number, and DUNS Number of the Offeror; Include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the RFQ. Quotes that reject the terms and conditions of the RFQ may be excluded from consideration; A list of Key Personnel, names, titles, and contact information shall be provided. Acknowledgment of Solicitation Amendments (SF-30), if any, and; Completed Past Performance Reference form. Site Visits shall be completed no later than April 26, 2021 between the hours of 8am and 2pm. Telephone inquiries will not be honored. �Contractors are encouraged to register with the Contract Opportunties Vendor Notification Service as well as the Interested Vendors List for this acquisition (see applicable tab within Contract Opportunities where this synopsis/solicitation is posted). Quoters must be registered in the SAM database to be considered for award. Registration is free and can be completed on-line at http://www.sam.gov/. All responsible sources may submit a quotation which shall be considered by the agency. Quotes must be submitted via electronic means (e-mail) by 11:00 A.M. Eastern on April 30, 2021; any award resulting from this RFQ will be made based on Best Value/Trade Off. Quotes must be submitted electronically via e-mail to Natasha.Thieman@noaa.gov. The anticipated award date is on or about May 10, 2021. The Government does not accept responsibility for non-receipt of quotes.
