- Description
- The Army Contracting Command � Rock Island (ACC-RI), on behalf of the Office of the Project Manager for Combat Ammunition Systems (PM CAS), intends to issue Request for Proposal (RFP) W52P1J-21-R-0005 for the M782 Multi-Option Fuze for Artillery (MOFA).� The M782 MOFA performs all functions (proximity, precision time, impact, and delay) needed for bulk filled bursting type artillery projectiles in a standard artillery fuze contour. The M782 MOFA is inductively settable allowing the projectile to be pre-fuzed and handled by automated ammunition handling systems. The M782 MOFA supports all current bursting artillery ammunition for 105mm and 155mm weapon systems. MOFA can be set for precision time from 0.5 to 199.9 seconds in 0.1-second increments.� Offerors will be required to manufacture the M782 MOFA in accordance with a U.S. Government-owned Technical Data Package (TDP) and applicable contract requirements, which the U.S. Government will make available upon solicitation release.� The U.S. Government is restricting competition for this effort to the United States and Canada, under the authority of 10 U.S.C. 2304(c)(3), as implemented by FAR 6.302-3, Industrial Mobilization; Engineering, Developmental, or Research Capability; or Expert Services. This M782 MOFA solicitation will result in the award of a single Firm-Fixed Price (FFP), Indefinite Delivery Indefinite Quantity (IDIQ) contract with five, one-year ordering periods.� The U.S. Government intends to procure up to approximately 500,000 fuzes. The U.S. Government will issue delivery orders to the contractor selected for award.� This requirement involves technical data marked Distribution Statement D (authorized distribution of technical documents to the Department of Defense (DoD) and U.S. DoD Contractors).� Interested contractors are required to provide a Military Critical Technical Data Agreement (DD Form 2345) and a non-disclosure agreement prior to receipt of the U.S. Government-owned TDP via the Joint Certification Program.� This TDP also contains classified information. In performing the resulting contract, the contractor will be required to receive and generate classified material.� A Department of Defense Contract Security Classification Specification (DD Form 254) will be provided with the solicitation. PLEASE NOTE, THE PERSON APPROVED FOR YOUR BUSINESS IN JCP MUST BE THE PERSON WHO REQUESTS ACCESS IN BETA.SAM.GOV OR YOU WILL BE DENIED. As stated above, the MOFA TDP includes classified information. Offerors must have this information in order to accurately respond to the RFP. In order to receive the TDP, offerors must provide proof of their valid Industrial Facilities Security Clearance, along with submitting a Military Critical Technical Data Agreement (DD Form 2345), Technical Data Questionnaire, Non-Disclosure Agreement, and Department of Defense Contract Security Classification Specification (DD254) and have a basis of the need to know. Please note, if an Offeror is not approved to receive the classified docs per its DD254 submission, access to the unclassified drawings will not be granted as classified drawing access is required to produce this item. If an Offeror cannot obtain access to the classified drawings, there is no need to access the unclassified documents. All requests for the classified drawings and classified annex shall submitted via email to the Contract Specialist, Mr. George Lingris (George.R.Lingris.civ@mail.mil), and received within 15 calendar days of the RFP release. Requests received greater than 15 calendar days after the RFP release date will not be processed with enough time for the Offeror to submit a proposal which meaningfully responds to the RFP. The Offeror shall provide the contact information for the Facility Security Officer in its response. Only the company representative granted access is allowed to view the classified drawings. ** It is critical that interested offerors complete the steps above and request drawings immediately. After a request is received, it will be processed once the TDP becomes available. The U.S. Government does not intend to extend the RFP closing date as the result of the time involved in offerors accessing drawings. Contractors shall register in the System for Award Management (SAM) database by accessing the SAM web site at http://www.sam.gov in order to be eligible for contract award.
