- Combined Synopsis/Solicitation Solar Runway Guard Lighting PANNGB-21-P-0000 006817 Vermont Air National Guard This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart� 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. PANNGB-21-P-0000 006817 is issued as a request for quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-04. This acquisition is a small business set-aside for NAICS code 335129, Other Lighting Equipment Manufacturing, with a small business size standard of 500 employees. Offers shall be submitted by 1700 EST, 3 May 2021. Interested vendors will be providing a quote for the following: Seven (7) Solar-Powered Elevated Runway Guard Lights. - Must be solar powered with sufficient compatible battery. - Required per UFC-3-26-01 (B13-2.2) to have a frangible base. - �Must have dual flashing aviation yellow lights IAW FAA AC 150/5340-30G (4.4) & UFC-3-260-01 (5-5.5) - Must be elevated due to winter conditions obstructing in pavement lights during inclement weather. - Cannot be taller than 3FT.����������� - Must have a single point for mounting (all equipment on one stand). (excluding the pallet), or exceeds 20 cubic feet, to comply with the requirements of Department of the Army Pamphlet 700-32 and MIL-STD-147E. IAW FAR 52.212-2; Evaluation - Commercial Items, the following factor shall be used to evaluate offers: technical capability of the item offered to meet the Government requirement and price. Technical capability is more important than price.
