- The National Institute on Drug Abuse (NIDA) Intramural Research Program (IRP) and National Institutes of Health (NIH) is seeking Capability Statements from BOTH Other than Small Business and Small Business organizations with the demonstrated capability of providing web-based survey distribution and data collection services to conduct research via a full-service survey platform that provides secure data collection that is FedRamp certified, and compatible with the Qualtrics Core XM system for data analysis. This is a Sources Sought Notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified business sources; (2) the availability of capable Small Businesses; HUBZone Small Businesses; Service-Disabled, Veteran-Owned Small Businesses; 8(a) Small Businesses; Veteran-Owned Small Businesses; Woman-Owned Small Businesses; or Small Disadvantaged Businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. The established NAICS code is 511210, Software Publishers. The U.S. Small Business Administration establishes a size standard for 511210 as $41.5 million in annual sales or less. BACKGROUND: NIDA�s Clinical Psychoneuroendocrinology and Neuropsychopharmacology (CPN) has utilized the Qualtrics Core XM survey software to generate surveys and analyze the data obtained through the Research Services Team at Qualtrics The Qualtrics survey tool has allowed CPN to control the content of their surveys for standardization of questions utilizing the currently owned Qualtrics software, while allowing for the distribution and administration of the surveys to panels of adult participants. PURPOSE AND OBJECTIVES: Independently and not as an agent of the Government, the Contractor shall provide NIH Investigators with access to survey response data that is compatible with the Qualtrics Core XM survey software from a minimum of 1000 survey respondents who have had bariatric surgery within 10 years. Additionally, 20% of those respondents must have had the surgery within the past 2 years. TECHNICAL REQUIREMENTS: The Contractor shall provide conduction of the recruitment and facilitation of the participant sample (consent, distribution, data collection, remuneration, and communicating as a liaison between the NIH and the panelists). The Contractor shall manage the distribution of the survey, ensure that all protocol Inclusion/Exclusion criteria (provided by CPN) are met, and protect personally identifiable information (PII). Establish an anonymous ID for each respondent in order to keep track of participants. This anonymous ID links to a respondent profile. No PII shall be delivered to NIH Investigators. The Contractor shall integrate the responses into the Qualtrics Core XM survey software and deliver the de-identified data from respondents to NIH Investigators via a .csv file.� Once receipt is confirmed by NIH Investigators, the Contractor shall delete the data and therefore, no longer have access to the data. The Contractor shall also delete IP addresses of any respondents upon confirmation of receipt of data by NIH Investigators. The following features of services are required: All recruitment and facilitation of participant sample services must be FedRamp certified Platform must be compatible with a survey link created on the Qualtrics analytical software system The survey administration platform must have mobile, tablet, computer online, web link, social media capabilities and interface with the FedRamp Qualtrics software system Ability to create surveys and to test and modify them instantly with no coding required Ability to use the software to analyze data and report results Survey design, answer type and answer choice customization capabilities Ability to screen participants out who do not meet protocol qualifications for inclusion Data integrity measures that allow for the automatic review of survey data to measure data quality Custom Validation (e.g.: requiring that participant selects a specific answer choice to continue on in the survey) A minimum of 1,000 survey completions, with replacement of invalid and/or incomplete respondents Ability to remunerate participants electronically upon completion of the survey in accordance with the IRB approved protocol Dynamic survey themes (ability to customize survey design with logos, color templates, and fonts) and piped text Intuitive and powerful survey flow logic options to tailor the administration of the survey/questionnaire Detailed and customizable distribution metrics (e.g. 20% of respondents who had surgery within 2 years of survey administration) In-survey scoring API Integration with social media platforms Compatible with Millisecond software for psychological testing The Contractor shall protect all sensitive protected health information (PHI) or personally identifiable information (PII) collected while performing the required services through the use an anonymous ID in order to keep track of participants. This anonymous ID links to a respondent profile. The Contractor shall not have access to respondents PII. Sensitive PHI/PII shall not be transferred to, nor shared with NIH Investigators. Any data collected must be deidentified or coded so that the code cannot be linked to participants by NIH Investigators. INSTRUCTIONS: Respondents must provide clear and convincing documentation of their capability of providing the products and support services specified in this notice. Also, information must be provided in sufficient details of the respondents� (a) prior completed projects of a similar nature utilizing Qualtrics research support services; (b) corporate experience providing FedRamp Certified products and services outlined herein; and (c) examples of prior completed Government contracts, references, and other related information. One (1) copy of the response is required and must be in Microsoft Word or Adobe PDF format using 11-point or 12-point font, 8-1/2� x 11� paper size, with 1� top, bottom, left and right margins, and with single or double spacing. The information submitted must be in an outline format that addresses each of the elements of the project requirement and in the capability statement paragraphs stated herein.� A cover page and an executive summary may be included but is not required. The response is limited to ten (10) page limit.� The 10-page limit does not include the cover page, executive summary, or references, if requested. The response must include the respondents� technical and administrative points of contact, including names, titles, addresses, telephone and fax numbers, and e-mail addresses. The respondent must also provide their� DUNS number, organization name, address, point of contact, and size and type of business (e.g., 8(a), HubZone, etc., pursuant to the applicable NAICS code and any other information that may be helpful in developing or finalizing the acquisition requirements. All capability statements must also include the following: 1) company name and address; 2) point of contact; 3) phone/fax/email; 4) NAICS Code(s); 5) business size and status; 6) capability information in response to the requirement and qualifications identified in this notice; and 7) type of small business your organization classifies itself as (i.e.: Women-Owned, HUBZone, etc.). Any business concerns that believe they possess the capability necessary to successfully undertake the work described above must SUBMIT CAPABILITY STATEMENTS ELECTRONICALLY to the Contract Specialist, Shaun Rostad at Shaun.Rostad@nih.gov, NO LATER THAN 1:00 p.m. EST on April 23, 2021. The Subject line for the submission should include this Sources Sought Number and organization name. NIDA will not accept paper or faxed capability statements. THIS NOTICE IS NOT A REQUEST FOR PROPOSALS.� This notice is for information and planning purposes only and does not commit the Government to any contractual agreement. This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization�s qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation. CONFIDENTIALITY. No proprietary, classified, confidential, or sensitive information should be included in your response.
