- Description
- This Request for Information (RFI) Sources Sought (SS) is to identify any interested sources before soliciting a non-competitive acquisition per FAR 6.302-1 Only One Responsible Source for a modification to the Integrated Fires Missile Command (IFMC) Remote Interceptor Guidance - 360 (RIG-360). This is not a solicitation for proposals and no contract shall be awarded from this announcement. This is not a request for proposal. The RIG-360 development program objectives include requirements definition, system design and analysis, qualification, and integration & test activities for a production representative RIG-360 device. The requirements of this acquisition include all program management, documentation, meetings and briefings, cost and performance reporting, labor, travel cost, supervision, equipment and maintenance, tools, supplies, and materials needed to fulfill this scope. The contractor shall develop and fully qualify a RIG-360 device. The contractor shall perform a delta System Requirements Review (SRR) requirements review phase based on the 2019 SRR contract and continue through RIG-360 Preliminary Design, Critical Design, and Qualification phases. Unlike traditional acquisition programs that focus primarily on the development of a single system or platform, the Army IAMD (AAIMD) Program is uniquely structured to enable the development of an overarching System of Systems (SoS) capability with all participating Army Air Defense components functioning interdependently to provide total-operational capabilities not achievable by the individual element systems. The AAIMD program achieves this objective by establishing the AAIMD architecture and developing the Integrated Battle Command System (IBCS) that provides Engagement Operations Centers (EOCs) implementing common Mission Command (MC) capability, an Integrated Fire Control Network (IFCN) capability for fire-control connectivity enabling distributed operations, and the common Plug and Fight (P&F) B-Kits located on the EOCs and the IFCN Relays that network enable existing sensor components and weapon components with the IBCS. P&F A-Kits are developed and integrated on the various Component Acquisition Program (CAP) weapon and sensor Major End Items (MEI) and are interfaced to IBCS, which implements the overarching IFMC SoS networking capability. The Remote Interceptor Guidance - 360 (RIG-360) is a software-defined, X-band missile communications device that provides full hemispherical, 360-degree in-flight communications with the PAC-3 family of interceptors allowing interface between PAC-3 interceptors and the IBCS. The Government does not possess a Technical Data Package (TDP) for this effort. The responses shall address: Engineering and Manufacturing Development.Conceptual approach, estimated engineering, qualification and prototype manufacturing lead times, key Government Furnished Property needed, driving assumptions and risks associated with an EMD program starting in 2nd quarter 2022. All responses shall be submitted to the following: U.S. Army Contracting command, ATTN: CCAM-SM-T/Bryan Luchsinger, Building 5250 Martin Road, Redstone Arsenal, AL 35898-5280 and - U.S. Army Contracting command, ATTN: CCAM-SM-T/Jeffrey Cox, Building 5250 Martin Road, Redstone Arsenal, AL 35898-5280 Or via email to: bryan.g.luchsinger.civ@mail.mil and jeffrey.d.cox46.civ@mail.mil Please Courtesy Copy: IFMC Project Office, ATTN: SFAE-MSL-IA/Laura Taylor, Building 5250 Martin Road, Redstone Arsenal, AL 35898-5280 or email laura.a.taylor39@mail.mil.
