- Description
- The Defense Information Systems Agency/Defense Information Technology Contracting Organization intends to negotiate a sole source contract with Apriva Information Security Systems, Limited Liability Corporation (Apriva) for their Mobile Endpoint Security Architecture (MESA) Virtual Private Network (VPN). A sole source Justification & Approval document is being coordinated and, upon approval, a copy of it will be posted here on beta.SAM.gov to comply with the public display requirements of FAR 6.305. The proposed contract action is for Apriva�s MESA VPN solution, supporting the Department of Defense Mobility Classified Capability � Secret (DMCC-S) effort. Apriva�s unique design is currently the only VPN approved by the National Security Agency for classified system use that is proven compatible with the current DMCC-S Secure Mobile Device Gateways (SMDG) architecture supporting the Commercial Solutions for Classified (CSfC) end user device, which is essential to the Government�s requirements. Apriva�s solution also includes the Command, Control, and Services (CCS), which is integrated throughout the existing infrastructure and used to manage and authenticate with the servers in the DMCC system. At inception, the Apriva MESA VPN was the only approved standards-based Internet Protocol Security VPN available. As such, the contractor will be required to provide the Apriva MESA VPN license agreement, which authorizes use of gateway operations and associated SMDG testing facilities.� Due to the unique design and implementation of the Apriva MESA VPN within the gateway infrastructure, a VPN license agreement is required to continue DMCC-S services without interruption especially as the Government continues to support the growing requirements due to COVID-19.� The Apriva MESA VPN design solution cannot be replaced without significant disruption of service to the DMCC infrastructure and its end users, as well as potentially disturb Mobile Access Capability Package compliance of the current architecture. Replacing the existing infrastructure is beyond the scope of the Government�s current needs, and would result in a loss of DISA's investment in the existing infrastructure. Awarding to a source other than Apriva would result in substantial duplication of cost to the Government that is not expected to be recovered through competition. Attempts to prematurely transition services would result in critical mission failure due to the dependencies listed above. Thus, an award to a source other than Apriva would result in unacceptable delays in fulfilling the Government�s requirements that have escalated due to COVID-19. At this time, the incumbent contractor Apriva is the only source capable of providing all necessary services for the DMCC outer VPN and the CCS as they are the sole provider for this current solution. The Government cannot develop an engineering solution to support an alternative within the near-term without impacting services to existing Senior Federal and DoD mission partners.� The statutory authority for other than full and open competition is 10 USC 2304 (c) (1), as implemented by FAR 6.302-1(a)(2)(iii), only one responsible source and no other supplies or services will satisfy agency requirements. Companies who believe they can provide this service must indicate their interest in writing within (7 days) of this notification and include a detailed capability statement. No reimbursement for any cost connected with providing capability information will be provided. All responsible sources will be considered in evaluating the determination to issue a sole-source contract. Quotations or proposals received in response to this notice cannot be accepted since this synopsis cannot be considered a request for quote or a request for proposal. A solicitation will NOT be posted to beta.SAM.gov due to the sole source nature of the requirement.� The North American Classification System (NAICS) code 541511 will be used for determining company size status.
