W15QKN-21-X-06ZP � SOURCES SOUGHT NOTICE The U.S. Army Contracting Command � New Jersey, on behalf of U.S. Army Combat Capabilities Development Command � Armaments Center (CCDC AC), Life Cycle Supportability Division (LCSD) at Picatinny Arsenal, NJ, is conducting market research to determine the capability of businesses to provide a content management system (CMS), a software application and a set of related programs, to create and manage digital content. The required CMS shall be used for authoring, reviewing, collaborating, storing, electronically publishing, and overall enterprise content management (ECM) of LCSD documentation. This documentation is developed in XML compliant to MIL-STD-40051 and binary/proprietary (e.g. FrameMaker, Word, etc.) formats and is updated and edited regularly after initial publication. The commercial CMS shall integrate the Army XMetaL application (configure the data ingest for Army custom eXtensible Mark-up Language (XML) and Document Type Definitions (DTDs)).� DISCLAIMER �THIS SOURCES SOUGHT IS FOR INFORMATIONAL PURPOSES ONLY. NOT RESPONDING TO THIS NOTICE DOES NOT PRECLUDE PARTICIPATION IN ANY FUTURE REQUEST FOR QUOTE (RFQ) OR INVITATION FOR BID (IFB) OR RFP, IF ANY ISSUED. IF A SOLICITATION IS RELEASED, IT WILL BE SYNOPSIZED ON THE GOVERNMENT-WIDE POINT OF ENTRY (GPE). IT IS THE RESPONSIBILITY OF POTENTIAL OFFERORS TO MONITOR THE GPE FOR ADDITIONAL INFORMMATION PERTAINING TO THIS REQUIREMENT.� BACKGROUND: The applicable NAICS code for this requirement is 511210 with a Small Business Size Standard of $41.5M. The Product Service Code is 7030. Businesses of all sizes are encouraged to respond; however, each respondent must clearly identify their business size in their capabilities statement. SUBMISSION DETAILS: Each potential source is requested to provide the contract number(s), dollar value(s) and brief description of work previously or currently being performed, which specifically demonstrates the contractor's ability to successfully satisfy the requirements of the Technical Services, and, any open and existing government wide acquisition vehicles in place that could be utilized. Firms shall also provide point of contact information, where available, for the efforts cited above.�All data should be sent at no cost to the US Government by EMAIL to the US Army CCDC AC. The vendor shall provide a 5-page written response (excluding Cover Page and Table of Contents) that includes: Cover Page (DUNS, CAGE Code, and Points of Contact) Table of Contents Executive Overview CMS Solution Overview CMS Integration Overview CMS Service Desk Overview Past Performance: A minimum of three relevant past performance, to include DoD contracts and a list of contract vehicles available to the Army. Please note that under a Small-Business Set-Aside, in accordance with FAR 52.219-14, the small business prime must perform at least 50% of the work themselves in terms of the cost of performance. If you are an interested small business for this NAICS, provide an explanation of your company�s ability to perform at least 50% of the tasking described in this PBSOW for the base period as well as the option periods. Respondents to this notice also must indicate whether they qualify as a Small, Small Disadvantaged, Women-Owned, HUBZone, or Service Disabled Veteran-Owned Small Business Concern. This is a market survey for information only, and shall not be construed as a request for a proposal or as an obligation on the part of the US Government.� The US Government does not intend to award a contract on the basis of this market survey or otherwise pay for information solicited.
