Description
This is a Sources Sought Notice (SSN) for the purpose of conducting market research. Proposals are NOT being requested, nor accepted at this time. Responses are being requested from both large and small businesses. Purpose: The purpose of this notice is to gain knowledge regarding the type of interested businesses and their qualifications. The National Park Service (NPS) will use information obtained through this notice to develop an acquisition strategy. The Government anticipates conducting a competitive acquisition for this requirement. The amount of interest or lack thereof will determine the possibility of a small business or other socio-economical small business set-aside for the solicitation. Analysis of the quality of responses to this sources sought announcement will be considered in the market research being conducted, and in the making of any small business set-aside determination for this requirement. Additional Information: No proposal package, solicitation, specification or drawings are available with this notice. Cost Reimbursement: Response to this announcement is strictly voluntary; no reimbursement will be made for any costs associated with providing information in response to this sources sought announcement or any follow-up information requests. North American Industry Classification System (NAICS) code: 236220 Small Business Size Standard: $39,500,000 Solicitation: The NPS anticipates issuing a request for proposals in the summer of 2021. Bonding: The NPS anticipates bid, performance and payment bonds will be required. Project Description: Project Conditions: � The project title is �Rehabilitate Salt River Bay Visitor Contact Station� � The estimated construction magnitude is between $5 million and $10 million. � The project is located at Salt River Bay National Historical Park and Ecological Preserve, St. Croix, U.S. Virgin Islands. The project site is located in a lightly developed area off of North Shore Road, and is approximately a 20 to 30 minute drive from Christiansted. � The Salt River Bay Visitor Contact Station is on an NPS owned parcel of land separated by a short distance from the rest of Salt River Bay park property. The Visitor Contact Station is located in a residental neigborhood. Access to the Visitor Contact Station is via improved public roads, some of which are narrow and in marginal condition. � The Visitor Contact Station will be closed to the public during construction, although the contractor�s activities and logistics must be structured and scheduled so as to minimize impacts and disruptions to the rest of the park and the surrounding neighborhood. � The project will require standard construction best management practices and protective measures to ensure the surrounding landscape remains undisturbed and protected from pollution, runoff and erosion. � Neither the site nor the existing structures are historic in nature, and it is not anticipated that any natural or cultural resources will affect the construction activities. � The National Park Service will obtain a Federal Coastal Zone Management Act Consistency Determination through U.S. Virgin Islands, Department of Planning and Natural Resources; the contractor will be responsible for obtaining all other necessary permits. � The anticipated period of performance is 365 calendar days, starting in the fall of 2021. Project Scope: The existing Salt River Visitor Contact Station buildings were substantially damaged by Hurricane Maria and are to be fully renovated. The renovation will involve the complete demolition of all existing structures to floor slab elevation and reconstruction of new buildings on the existing foundations. The new buildings will have significant changes in their structural, interior and exterior design and will include new visitor center, educational, office and interpretive spaces to provide a more functional facility for park visitors and staff. The demolition of the buildings and proper disposal of all materials will require the contractor to be familiar with materials handling, hauling, recycling and disposal laws and regulations specific to the U.S. Virgin Islands. The reconstruction of the buildings will involve repairs to the existing cast-in-place concrete foundations, the placement of new reinforced cast-in-place structural concrete, construction of new CMU walls, and construction of all new building systems to include roofs and roof structures, framing, mechanical, electrical and plumbing systems, interior and exterior wall assemblies and finishes, windows and doors, etc. The installation of a new photovoltaic system and a new security system will require the contractor to provide qualified personnel to install these systems. The project will also involve site work to include new utility service connections, new sanitary sewer lines and a new septic system, and repairs and upgrades to the existing driveway and parking lots; as well as landscaping throughout the site which will require knowledge and experience with native grass and plant species and the local planting seasons. There is a limited amount of space for construction staging and storage on site, so the contractor will be required to have experience in proper scheduling and sequencing of work activities and material deliveries so as to minimize on-site coordination conflicts. The project is located on the island of St. Croix in the U.S. Virgin Islands, and due to its location the successful completion of this project will require the contractor to have experience and capabilities in performing the work in a remote location with difficult access to construction and building materials and skilled labor personnel. The contractor will be required to successfully manage materials shipping, delivery, customs and other logistics challenges, and will also be required to manage how to hire, house and retain the necessary labor forces to perform the work over the life of the project. The contractor must also have the ability to coordinate with territorial government agencies and local utility service providers in order to obtain all necessary permits and approvals. Submittal Contents: Interested (small and large) businesses should submit the following information: (1) Company name, DUNS number, address, point of contact, telephone number, and email address. (2) Business type: Classification as a Large or Small Business under the above listed NAICS, Small Business Administration (SBA) certified Historically Underutilized Business Zone (HUBZone), Veteran-Owned Small Businesses (VOSB), Service-Disabled Veteran-Owned Small Businesses (SDVOSB), SBA certified Woman Owned Small Business (WOSB), Economically Disadvantaged Woman Owned Small Business (EDWOSB). The size of a small business firm includes all parents, subsidiaries, affiliates, etc., see 13 CFR 121.108. Misrepresentation of size status can result in penalties. (3) Statement regarding your company�s bonding capacity. Letters from bonding companies are not required at this time. (4) Information demonstrating experience and capability on projects of same or similar size, scope and magnitude, and constructed under similar conditions and in similar locations (U.S. Virgin Islands, Puerto Rico, etc.). (5) In addition businesses may submit existing marketing materials such as capability statements and brochures.
