- Description
- The United States Army Corps of Engineers, St. Paul District (Government) is soliciting a Request for Qualifications (RFQ) for the Fountain City Service Base Sustainment & Modernization Project as Phase 1 of a two?phase design?build selection procedure. This requirement is being solicited as full and open competition. A two?phase procurement structure will be used for the Project, consisting of a Phase 1 Request for Qualifications (RFQ) and a subsequent Phase 2 Request for Proposals (RFP). The RFQ is being issued to identify, using the criteria and methodology described herein, a shortlist of highly qualified and capable design?build teams that will be invited to submit technical/price proposals for Phase 2 (RFP). The Government anticipates that three firms will be shortlisted (from the RFQ responses) and invited to submit responses to the RFP; however, the Government reserves the right to shortlist more or fewer firms depending on the responses to the RFQ received. All Offerors will receive written notice regarding whether or not they were selected to compete in Phase 2. This description of work is preliminary and for information only. The final version of the project scope will be provided in Phase 2 RFP. The Fountain City Service Base is located on a 3.6-acre tract of land between the Mississippi River and Wisconsin Highway 35 on the north side of Fountain City in Buffalo County, Wisconsin, in the Mississippi River Pool 5A. The construction work and associated design will include the following features: Constructing a straight-line mooring wall, approximately 1,400 linear feet in length, with: mooring devices, access stairs, impervious cap at the top of the wall, removable guard railing, and capable of supporting a tracking 220-ton crawler crane and a 100-ton rough terrain crane (Table 1) along the entire length of wall, and a 220-ton crawler crane capable of picking its maximum load at three (3) crane cells. One (1) crane cell is currently at the site and two (2) crane cells will be newly constructed under this contract; Preserving and/or improving the heavy equipment loading and unloading ramp at the north end of the service base; Protecting the shoreline from erosion by providing drainage facilities; Raising the elevation of the southern half of the service base to provide a uniform elevation along the entire length of the service base; Upgrading the shore power capability; Installing site lighting along the improved shoreline; and Routing potable water service to the south side of the existing crane cell. The estimated magnitude of the project is between $25,000,000 and $100,000,000.
