Description

NASA/Marshall Space Flight Center (MSFC) has a requirement for the acquisition of Wind River software license subscriptions and long-term enterprise maintenance renewal packages (covers existing NASA software licenses).� This acquisition consists of the following in support of existing NASA licenses: 9 Wind River VxWorks 653 Platform 2.5, Subscription, Node Locked 4 Wind River Long Term Enterprise Support Annual Packages 4 Wind River Long Term Maintenance Packages � The software�s primary purpose is to support the development of the SLS vehicle flight software design for the Flight and Ground Software Division (ES50) Flight Software Developers and Integrated Avionics Test Facilities (IATF) Software Development Facilities (SDF) labs. � Under the authority of Federal Acquisition Regulation (FAR) 13.501(b)(1)(i), NASA/MSFC intends to issue a sole source contract to acquire the software license subscriptions and long- term enterprise maintenance packages from Avnet Inc.� Avnet Inc. serves as the Wind River Sole Government distributor for their products and services.� Wind River is the original manufacturer (OM) and proprietary owner of the VxWorks 653, VxWorks 653 source code and Simics software. �There are no other Government providers other than Avnet Inc. that offer the software license subscriptions and long-term maintenance renewal packages created by Wind River. �The Government intends to acquire a commercial item using FAR Part 12. � Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to remonda.j.stevens @nasa.gov or doris.a.richardson@nasa.gov no later than 30 April 2021 by 11:00 AM CST. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this acquisition on a competitive basis. A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. � NASA Clause 1852.215-84, Ombudsman, is applicable.
