Notice of Intent to Issue a Sole Source Contract Synopsis: The U.S. Army Corps of Engineers (USACE) intends to award a sole source firm-fixed-price Task Order to Alion Science and Technology Corporation under the Federal Supply Schedule (FSS), Multiple Award Schedule (MAS) Information Technology � Category F, MAS Special Item No. 54151S (IT Professional Services). �The anticipated Task Order will be for a Headquarters, Department of the Army (HQDA) customized web-based variant of the Security Management System CounterMeasures �(SMS(CM)) Risk Management Software, to include maintenance and development services. The estimated amount of the award is $6,200,000.00, and the period of performance will be for one base year with four (4) one-year option periods.� No competition is being sought. The CounterMeasures� risk analysis software is copyrighted by Alion and is Alion's sole intellectual property.� It is currently vended commercially to numerous clients, including other DoD agencies, most notably, the Air Force. CounterMeasures � has a commercial sales history as an Alion-owned product since 2004, when Alion purchased it as an asset of CounterMeasures�, Inc. SMS(CM) ��is the system of record for the HQDA, Office of Provost Marshal General, Physical Security Program version of the CounterMeasures� risk analysis software which has been customized over the years for the OPMG Physical Security Program mission needs. The HQDA requires the continued use of this unique proprietary software as a critical tool for executing the OPMG Physical Security Program missions. SMS(CM) uses several lists of proprietary information assessment datasets to address different DA Physical Security Program protection areas.� Some datasets are a selection of unmodified, commercial lists of assessment criteria and others are customized to the Department of Army�s specific assessment criteria.� These lists, when loaded into the HQDA, OPMG customized version of CounterMeasures�, constitutes the SMS (CM) software.� Any HQDA, OPMG required modifications and enhancements to this software will necessitate access to the proprietary program source code.� Therefore, the software proposed modifications, on-going modernization and continued functionality enhancements can only legally be performed by the owner of CounterMeasures� Inc., which is the Alion Science and Technology Corporation.� SCOPE OF WORK: Security Management System (CounterMeasures �) (SMS(CM)) software for mandated and required usage per Army Regulation (AR) 190-13, �The Army Physical Security Program� across the Department of Army (DA) and their subordinate commands. This requirement is for continued and on-going modernization, and software license purchase(s), to maintain and/or further develop, refine, update, certify and accredit the SMS(CM) web-based variant software that will permit DA personnel to continue to address and assess the variety of threats, including enemy weapons, and tactics against DA operational assets/resources at standard installations, non-standard installations, and stand-alone facilities. The results of this contracting effort will also allow HQDA, and subordinate commands, to work more efficiently and thoroughly evaluate current and proposed weapons, tools, tactics, and procedures as they relate to the security of DA mission essential, and non-essential, resources. This contract encompasses software sustainment, on-going modernization, purchase, and deployment efforts, along with maintenance and modernization of file storage platform(s).� This contract also includes preparing new, and revision of existing, technical reports and documentation associated with the Department of Defense and DA information assurance certification, and assessment and authorization of the SMS(CM) software associated with the risk management framework protocol and requirement compliance.� Lastly, this contract also entails revising, updating and development of training, training content and training materials. This is a special notice prepared in accordance with Federal Acquisition Regulation (FAR) 8.405-2 and FAR 8.405-6 (a)(1)(i)(B). A solicitation will not be posted. Any firm that believes it can meet this requirement may give written notification to the Contracting officer within 15 days of publication of this announcement. �Supporting evidence must be in sufficient detail to demonstrate the ability to comply with the requirement.� Responses received will be evaluated; however, a determination by the Government to compete the proposed procurement based on the responses to this notice is solely within the discretion of the Government.� Point of contact for this requirement is David A.
