- PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED.� The Federal Bureau of Investigation (FBI) intends to negotiate a one-time, sole source, firm-fixed price purchase order with Bounce Imaging, Inc. (Buffalo, NY) for the purpose of procuring Explorer Tactical Enhanced (KIT) and accessories. Bounce Imaging is uniquely qualified to provide throw-able Tactical Cameras for the FBI, Tactical Section based upon the following: The throw-able Tactical Camera is a proprietary product produced by Bounce Imaging, and a direct replacement request. No other manufacturers make these products. The throw-able Tactical Camera has a diameter of less than 5 inches, can be thrown through common residential windows, and has a weight of less than 2lbs. The throw-able Tactical Camera has a runtime of 2.5 hours, a 360-degree field of view with no moving/mechanical parts, and LED illumination of near-infrared light for low light applications. It is also able to communicate via secure WiFi direct to iOS or Android devices and has a communications range of 50ft or less via Secure WiFi. It is able to be connected to a pole/tether/tripod or other items via a �-20 thread adaptor. The throw-able Tactical Camera provided 2-way audio between the camera ball and the end user device and has a drop rating of 25+ drops at 7 feet onto concrete without damaging the capability of the device. These are direct replacement parts/components for existing equipment. The material or service must be compatible in all aspects (form, fit, and function) with the existing systems presently installed/in use by other FBI SWAT teams. The current equipment is the Explorer Tactical Enhanced kit, and the new item/service must interface with the existing system(s). This notice will be distributed solely through the General Services Administration�s beta.SAM.gov website (www.beta.SAM.gov).� Interested parties are responsible for monitoring the beta.SAM.gov site to ensure they have the most up-to-date information about this acquisition.� The associated North American Industrial Classification System (NAICS) code for this procurement is 315990 � Apparel Accessories and Other Apparel Manufacturing; the size standard is 500�employees. The Government intends to negotiate with only one source under the authority of FAR 6.302-1.� This notice of intent is not a request for competitive quotations; however, interested parties may identify their interests and capability to respond to this requirement by contacting Christina Wheeless via email only at CMWheeless@fbi.gov, no later than 1:00pm (Central) on Monday, April 26, 2021.� Responses sent via other means (i.e. via telephone call, facsimile transmission, etc.) will not be considered.� Information received will be used solely for the purpose of determining whether or not to conduct a competitive procurement.� A determination by the Government not to compete this proposed contract based upon responses to this notice is at the discretion of the Government. Vendors must be registered in SAM, effective July 29, 2012, to receive government contracts.� The FBI utilizes a financial system that has a direct interface with the SAM.� Please ensure that your company�s SAM information is updated and accurate.� This includes: TIN, EFT, DUNs, addresses, and contact information.� The EFT banking information on file in SAM will be what the FBI uses to process payment to your organization.
