- Title of Event: National Archives and Records Administration (NARA) 2021 Artificial Intelligence (AI) / Machine Learning (ML) Information Day When: � 04/08/2021 - Virtual AI/ML Information day 05/10/2021 - AI/ML Information day white paper responses due to NARA 06/10/2021 - Virtual AI/ML follow ups with vendors as decided by NARA Location: WebEx Background: � The purpose of the virtual AI / ML Informational Day is to provide NARA with a better understanding of the projected opportunities, industry capabilities, potential sources, staff requirements, and industry feedback for NARA�s artificial intelligence (AI) and/or ML use cases. � The AI/ML Informational Day feedback will be used as part of the market research analysis to validate future AI and/or ML acquisitions. Use Cases (also see Areas of Focus): The two use cases NARA would like to address revolve around how the following two capabilities can be significantly improved using AI and/or ML: Personalized Search for the National Archives Catalog: (NAC https://catalog.archives.gov/):� The Catalog currently has a large data set (over 100 million digital pages of records, plus archival metadata and other types of records, including electronic databases) and an unsophisticated search. The archival hierarchy of the records is intended to assist the user in discovery, but in the digital realm, users find it difficult to use. The metadata that we have entered manually cannot provide the granular information for users to get the search results they want and it has taken NARA decades to produce. There is a delta between what NARA� has been able to describe, and the specific information that users want from our records. Can AI fill the gap? Further, can AI / ML support a better user experience for each return visit by the user - can we customize the experience so that the user gets to what they want more quickly? What tools can we use to improve the search experience for the user without requiring additional manual work from our staff? Self-Describing Records: The Catalog has a vast collection of digitized holdings that includes: images, PDFs, videos, sound recordings, and various other formats.� To make digitized holdings accessible to users in the Catalog, archival descriptions (metadata) must be manually entered by NARA employees prior to being uploaded.� AI/ML technologies that could automate the creation of these required fields (and possibly more fields than we currently have) could greatly increase the accessibility of digitized holdings. NARA is interested in learning what AI can do to support the creation of archival metadata (and more) to improve digital access to our catalog users when NARA receives the digital holdings from agencies. Areas of Focus for Virtual Informational Day:� Identify the technologies and methods that can be used to address the two use cases above and focus market research on these two items:�� Questions that NARA would like addressed� (see Attachment 1) Proposed Virtual AI / ML Informational Day Schedule 4/8/2021: 9:00 a.m. - 9:05 a.m.:� Review of agenda 9:05 a.m. - 9:15 a.m.: Introductions to NARA staff for information day 9:15 a.m. - 9:45 a.m.: Review of the National Archives Catalog to include technical overview and capabilities 9:45 a.m. - 10:30 a.m.: Discussion of use cases for AI 10:30 a.m. - 10:45 a.m.: Review of Next Steps 10:45 a.m. - 12:30 p.m.: Open questions; via Webex� Informational Day Goals for Followup: Gain a better understanding of AI developments and capabilities. Incorporate best practices and lessons learned into development of any eventual requirements. Become better educated on AI / ML to support the aforementioned goals. Event Registration: Register for the event via�https://www.surveymonkey.com/r/A1MLDay� Registrations must be received by 12:00PM EST on 04/06/2021 to be considered for approval. � It is requested that each organization limit attendance to five (5) participants.� After approval, a link for the Artificial Intelligence (AI) / Machine Learning (ML) Virtual Information Day will be sent. Responses and Reviews of Use Cases: Any white paper responses to the Use Cases presented at the event will be due by 12:00PM EST on May 10, 2021 for NARA review. Submit responses to the Contracting Officer, Jeff Auser: jeffrey.auser@nara.gov.�� NARA will review all received responses and notify vendors if additional information and/or explanations, demo�s etc. will be requested.� Responses are not required to be submitted, but NARA will only consider inviting vendors for follow up meetings from the pool of vendors who submit responses. Follow up meetings will be scheduled at NARA�s discretion and no follow up�s are guaranteed: NARA may ask some or all respondents to provide additional information after reviewing their submissions and may schedule further exchanges to learn more about potential solutions; this may take the form of one on one meetings, demo�s, etc.�Any meetings will be scheduled after June 9, 2021 in the form of a virtual meeting.� Additional information: ��Datasets and resources for vendors� (Hyperlink in attached Word Doc) Note:� This notice is being issued for planning and information purposes only. It does not constitute a solicitation, nor is it to be construed as a commitment by the Government. The Government will not pay for any effort expended in responding to the notice, or participation in this event , nor will the Government accept proposals as a result of this notice. Any information that the responder considers proprietary should be clearly marked as such. All submissions become Government property and will not be returned, including any proprietary information. The Government reserves the right to reject, in whole or in part, any private sector input as a result of this market research.
