Description
This is a combined synopsis/solicitation for commercial items and services�prepared in accordance with the format in FAR Subpart�12.6 and FAR 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Instructions to offerors (Tailored for quotes under FAR part 13), evaluation criteria, and all applicable FAR Provisions and Clauses are attached. The solicitation number is 70Z02921QPMW03700 and issued as a Request for Quotation (RFQ). Where Federal Acquisition Regulation clause language is inconsistent with FAR 13.004, Legal Effect of Quotations, that language is hereby tailored in accordance with FAR 12.302 to be consistent with a request for quotations. This tailoring includes, but is not limited to the following: In accordance with FAR 13.004, a quotation is not an offer, and any clause provision to the contrary is hereby modified to be consistent with FAR 13.004. Where the word ""offer/offeror� or a derivative of that word appears, it is changed to ""quote/quoter� or a derivative of that word. This is a full and open solicitation, the applicable NAICS is 238290. This solicitation will result in a Firm-Fixed Price Construction Order awarded to the offeror with the Lowest Price. Lowest price will be evaluated�an award will be made.�Offerors must be actively registered in System for Award Management - https://www.sam.gov. USCG Sector Mobile has a requirement to replace a fuel system dispenser to include: Digital-Analog communication/compatibility retrofit. Lockout / tag out all valves, electrical connections, and safety interlocks before removing existing fuel hose reel. Remove existing digital hose reel at the Fuel dispensing terminal connection, and apply spill prevention/collection pads at all terminated fuel piping junctions. Design and install a compatible analog fueling system with hose reel that is compatible with Sector Mobile�s digital controlled fueling station.� Analog fueling system will consist of the following requirements: (A) All piping will be constructed of stainless steel 304/316 or aluminum.� All electrical/communication wiring will be housed in schedule 80 conduit. (B)12�-14� s/s or aluminum containment pan for over spray/leaks. (C) 1.5� stainless steel hose reel with automated/power rewind with a minimum of 120� of 1.5� hose capacity. (D) 20-CG-DP14 hot gas equalizing headers and valves with 70+ gallon capacity. (E) Liquid controlled M5 Class 1 meter, mechanical V-R register dual element filter, 2� solenoid valve. (F) Powdered coated/ corrosion resistant frame and top cover, installed using 304 stainless steel hardware and nylon locking nuts. Install designed analog fuel system and test for leaks and pressure rating with Coast Guard approval.� If required items on line 6.1.E are acceptable for reuse then contractor shall reuse all existing required items with Coast Guard�s approval. AVAILABILITY OF UTILITIES Reasonable amounts of the following utilities will be made available to the Contractor without charge. + Electricity +Water +Bathroom facilities FAR 52.237-1 -- Site Visit (Apr 1984). Offerors or quoters are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award. Date and place of delivery and acceptance is on or before�May 14, 2020 Principle Place of Performance: U.S. Coast Guard Sector Mobile ������ 1500 15th Street� Mobile, AL 36615-1300 Period of Performance: The project shall be completed within twenty-one (21) calendar days after award date. All quotes are due by the Close of Business�22�April 2021.
