UPDATED SYNOPSIS: The purpose of this notification is to provide Government Responses to questions received from Industry. UPDATED SYNOPSIS: This posting contains a PDF file that provides responses to questions received from Industry with regards to the draft solicitation. This posting also amends the facility clearance required at award from the December 14, 2020 posting to the following:� �Offerors must possess a SECRET facility clearance issued by the United States Government by the time of contract award.� � Additionally, Program Executive Office, Integrated Warfare Systems, Command and Control Programs (PEO IWS 6.0) welcomes interested firms to attend a Cooperative Engagement Capability (CEC) System Production and Repair Virtual Industry Day on Thursday, March 4, 2021. This event will offer attendees a programmatic and technical overview of the CEC program, the anticipated requirements in solicitation N00024-21-R-5208, and the contracting approach for this procurement. Following the PEO IWS 6.0 presentation, attendees will also have the opportunity to participate in one-on-one sessions with the Government. The Government encourages participation from small and small disadvantaged businesses. Advance registration is required to attend any aspect of this Virtual Industry Day. The number of attendees is restricted to a maximum of three (3) persons per firm for the presentation and one-on-one sessions, if applicable. All attendees must be United States citizens and hold an active SECRET security clearance. The Government will verify the eligibility of prospective attendees in the Joint Personnel Adjudicative System (JPAS).� Although clearance eligibility is being verified, the Virtual Industry Day and one on one sessions will be Unclassified.� No later than February 25, 2021, each firm interested in participating in this Industry Day must complete the following: Submit a completed copy of the CEC Industry Day registration form (Attachment 1 to this notice) via e-mail to brian.kimm@navy.mil and janel.duval@navy.mil with rita.harris@navy.mil on �courtesy copy�. Please reference ""[Company Name] CEC Virtual Industry Day Registration"" in the subject line of the message. Prospective attendees must provide the requested information in advance in order to ensure admission to the Virtual Industry Day. Details on the Virtual Industry Day will be provided to registered participants. There will not be an in-person brief due to continued public health concerns.� The Government reserves the right to deny access to this Virtual Industry Day for any individuals not meeting the eligibility requirements outlined in this notice. The CEC Industry Day registration form provides firms an opportunity to request a one-on-one session with the Government as part of this Virtual Industry Day. The Government will contact interested firms directly to schedule the session, which will not to exceed thirty (30) minutes per firm. �Firms shall provide their own teleconference number secure line to the Government for use in the one on one sessions. The Virtual Industry Day will commence at 10:00am on the day of the event. The tentative schedule for the Industry Day includes the program briefing throughout the morning, a mid-day break, followed by the pre-scheduled one-on-one sessions in the afternoon. Further details regarding the Virtual Industry Day schedule will be provided directly to registered attendees as part of the briefing. The Government encourages prospective attendees to submit questions about the CEC program and this particular procurement at Industry Day. No Classified questions will be accepted.� The Government, at its discretion, may address these questions on Industry Day and/or subsequently post written responses on Beta.Sam. Submit questions in writing to brian.kimm@navy.mil and janel.duval@navy.mil using the template that was previously provided with the Draft Solicitation N00024-21-R-5208 Sections B, C, and F.� Please reference ""[Company Name] Questions for CEC Industry Day"" in the subject line of the message. The Government will disseminate to all attendees an Industry Day participant list, consisting of companies, names, titles, email addresses and phone numbers, following the conclusion of the event via email. This announcement is not a contract, a request for proposal, a promise to contract, or a commitment of any kind on the part of the Government. The Navy will not assume liability for costs incurred by an attendee for travel expenses or marketing efforts; therefore, attendee cost in response to this notice is not considered an allowable direct charge to the Government. ORIGINAL SYNOPSIS: The Naval Sea Systems Command (NAVSEA) intends to issue a competitive solicitation for Cooperative Engagement Capability (CEC) System Production, CEC Signal Data Processor (SDP) Production, and Repair requirements (hereinafter CEC System Production and Repair) to support the CEC program. The contemplated contract includes CEC System Production and Repair requirements for the United States Navy, United States Marine Corp, and Foreign Military Sales customers, for the manufacture, assembly, test, integration, and repair of USG-xB hardware suites and the SDP as well as the production of spares, Installation and Check-Out (INCO) kits, and ancillary equipment, and provision of associated engineering services. The CEC program provides a sensor network with Integrated Fire Control capability that significantly improves strike force air and missile defense capabilities by coordinating measurement data from strike force air search sensors on CEC-equipped units into a single, integrated real-time, composite track air picture. The CEC sensor netting system improves the Naval Carrier Strike Group (CSG) and Expeditionary Strike Group (ESG) area air defense capabilities by extracting and distributing sensor-derived information such that the superset of this data is available to all participating CEC Cooperating Units. CEC fuses the distributed data into a single fire control quality air track picture that significantly improves unit track precision, consistency and continuity; expands detection range; and improves reaction time. CEC also improves strike force effectiveness by improving overall situational awareness and by enabling longer range, cooperative, multiple, or layered engagement strategies. NAVSEA will issue the formal solicitation associated with this notice electronically via the beta.sam website. �Prior to the issuance of the formal solicitation for this procurement, NAVSEA invites industry to review and provide feedback on the attached draft portions of Sections B, C, and F.� Additionally, NAVSEA is offering Industry the opportunity to access a Bidder�s Library containing technical data, inclusive of a Government-owned CEC System Production technical data package (TDP), to promote a clearer understanding of the CEC program and the solicitation requirements.� As such, NAVSEA welcomes firms with an interest in accessing this Bidder�s Library to submit a completed copy of the attached DD Form 254 to the points of contact specified in this notice. Please reference �[COMPANY NAME] DD 254 for N00024-21-R-5208 CEC Procurement� in the subject line of the message.� The completed DD Form 254 must confirm that your firm meets the minimum security clearance requirements associated with this procurement. Specifically, these requirements include Defense Security Service (DSS)-issued SECRET facility clearance, SECRET personnel clearances and SECRET safeguarding capability. Offerors must possess a SECRET facility clearance issued by the United States Government by the time of contract award. The Government will not provide sponsorship for new or upgraded personnel or facility clearances. Upon receipt of a completed DD Form 254 in response to this notice, the Government will process the completed form to validate that the submitter meets the minimum security requirements. Following successful validation of the DD Form 254 data, the Government will provide each firm with a Terms of Use (TOU) agreement governing the handling of information contained in the Bidder�s Library. Only firms that have submitted a validated DD Form 254 and returned an executed TOU agreement to the Government may gain access to the Bidder�s Library. Please use the provided comment and question form and submit UNCLASSIFIED responses via email to brian.kimm@navy.mil and janel.duval@navy.mil. �Be sure to include the name of your company and reference N00024-21-R-5208 Draft Solicitation in the subject line of the message.� Please contact the points of contact above for instructions on submitting CLASSIFIED responses.� The Government will not provide printed copies of the solicitation. NAVSEA will accept feedback on the draft solicitation through January 15, 2021. �All questions or comments submitted may be subject to public release.� NAVSEA will consider all feedback received, but makes no guarantees that specific suggestions or recommendations will be incorporated into the final solicitation.� As the posted documents are currently in a draft status, the content of the final solicitation is subject to change without notice.� NAVSEA anticipates awarding a single contract containing fixed price and cost-reimbursement line items to the responsible offeror whose proposal is determined to offer the best value to the Government. The contemplated contract will consist of a base quantity of CEC System Production first article requirements and stepladder-priced options for additional units over five (5) years.� This notice is associated with RFI�N00024-19-R-5201 that was posted January 7, 2019.
