Description
The U.S. Environmental Protection Agency (EPA), Office of Water (OW), Water Infrastructure Division (WID), Water Infrastructure and Innovation Act (WIFIA) Branch intends to contract with DPCDATA for a Sole Source Commercial Item acquisition to purchase subscription to DPCDATA �Financial Data and MuniGuard News� that includes the potential for up to four additional 12-month option periods. The Government performed market research for an annual subscription service that would provide unlimited WIFIA program users to access historical financial data and news articles for issuers of bonds in the municipal water and sewer sector that will allow the Government to evaluate the financial capabilities and credit risk of prospective borrowers and to monitor WIFIA�s existing loans. This subscription would allow unlimited WIFIA users to access news articles and necessary historical, formatted financial statements by year to include balance sheets, income statements, cash flow statements and financial ratios to maintain the assessment of credit quality of a rapidly growing loan portfolio. Based on a survey of the market, DPCDATA was the only responsible source that could provide the product required by the WIFIA program. This combined synopsis and solicitation shall serve as notice of the Government�s intent to award to DCDATA. However, interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than 11:59 p.m. local time on April 24, 2021. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
