- Sources Sought Notice: DESCRIPTION: This is a sources sought to determine the availability of potential sources having the skills and capabilities necessary to provide the SPECIFIED REQUIREMENT. All interested vendors are invited to provide information to contribute to this market survey/sources sought including commercial market information. THIS IS NOT A SOLICITATION ANNOUNCEMENT. This is a sources sought synopsis only. Questions shall be submitted by email to Jennifer.adams7@va.gov. Provide only the requested information below. The purpose of this sources sought is to gain knowledge of potential qualified sources and their size classifications (Service Disabled/Veteran Owned Small Business (SDVOSB/VOSB), Hub zone, 8(a), small, small disadvantaged, woman owned small business, FSS/GSA contract schedule holders or large business) relative to NAICS CODE: 811310 Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance. PRODUCT/SERVICE CODE: J036 Maint/repair/rebuild Of Equipment- Special Industry Machinery. The size standard is $8M. Responses to this sources sought will be used by the Government to make appropriate acquisition decisions. After review of the responses to this sources sought synopsis, a solicitation announcement may be published on the GSA or FBO website. Responses to this sources sought synopsis are not considered adequate responses to the solicitation announcement. All interested offerors must respond to the solicitation announcement in addition to responding to this sources sought announcement. Please read the PWS carefully before responding to this RFI. Period of Performance: Base plus Four (4) Option Years. SPECIFIED REQUIREMENT: Network Contracting Office 16 (NCO16) is seeking sources for a potential contractor to perform the following type of service for VISN 16 Back Up Generator maintenance services (see attached PWS listed below for details). PERFORMANCE WORK STATEMENT G.V. (SONNY) MONTGOMERY VA MEDICAL CENTER VISN 16 Back-up Generator Maintenance Introduction: The South Central VA Health Care Network (VISN 16) main office, located at 715 S. Pear Orchard Road, Plaza 1, Ridgeland, MS 39157, has a requirement for maintenance on their backup generator which consist of one (1) CAT generator and fuel tank. Subject work is to be accomplished for and at the VISN 16 main office, Plaza 1, Ridgeland, MS. Equipment: The scope of this service contract shall apply to the equipment listed in Table 1 below to also include the fuel tank. Equipment Type Model Number Manufacturer Serial Number Location Rating Generator C18 Caterpillar OEKW00970 Plaza 1 600kW/480V Table 1 Performance Requirements The Contractor shall furnish all necessary labor, material, parts, components, tools, supplies, test equipment, diagnostics, manuals, schematic drawings, facilities, freight, temporary or standby equipment, vehicle usage, travel, mileage and other necessary items to perform maintenance services to keep the equipment cited within this contract in good operating condition. Good operating condition is considered that the equipment is available for use 24 hours per day/7 days a week, inclusive of holidays. It is expected that preventative maintenance frequencies identified in the Scope of Work will be completed on time. Any maintenance items/deficiencies identified during inspections that are not correctable as part of this Service contract will be listed on a separate quote and furnished to the COR. The budget for parts/materials for FY21, FY23, and FY24 will be $1,000 in those years. The budget for parts/materials for the 3 year PM during years FY22 and FY25 will be $6,000. The contractor must show the cost of any materials and parts billed for as part of the annual PMs. Scope of Work Item 0001 (Firm Fixed Price): The Contractor shall provide the preventative maintenance of each calendar year the agreement is in effect. Such planned maintenance shall consist of, but not be limited to, the following. Semi-annual and Annual planned maintenance services: PM tasks and inspections shall be performed and shall include, but not be limited to, the following requirements. Use only fluids and lubricants that are approved by the OEM. Special care should be taken to keep the generator and engine components clean and in serviceable condition to facilitate detection of possible leaks and prevent subsequent damage. Remove all used antifreeze and/or radiator flush from government property and properly dispose of in accordance with State and Federal laws/regulations. Remove all used oil and oil filters after oil change from government property and properly dispose of in accordance with State and Federal law/regulations. Services Performed and Frequency Semi-annual PM: Occurs Dec 1st of every year of this contract. The service will include a complete inspection of the generator, inspection of the engine cooling, lube oil, fuel, air intake and exhaust, starting and control systems. Obtain an oil sample to monitor the condition. Annual PM: Occurs June 1st of every year of this contract. Includes the semi-annual PM plus changing the lube oil filter, lube oil and both the primary and secondary fuel filters. Service the makeup coolant. Include the 4-hour Load Bank Testing. 3 Year PM: Occurs one time on April 1, 2022 of this contract. Cooling System Coolant (DEAC) Change Cooling System Coolant Extender (ELC) Add Cooling System Water Temperature Regulator Replace Cylinder Head Grounding Stud Inspect/Clean/Tighten Engine Speed/Timing Sensors Check/Clean/Calibrate Rotating Rectifier Check. Turbocharger Inspect Perform a complete fuel polishing of all fuel in the belly tank Item 0002- Corrective Maintenance (Time & Materials): Corrective Maintenance shall be performed after notification that equipment is inoperative. The Contractor shall provide the Contracting Officer with a designated point(s) of contact and make arrangements to enable its maintenance representative to receive such notification 24 hours per day/7 days per week with a four-hour on-site response time. Response time shall begin at the recorded time of the call to the Contractor and proceed until Contractor maintenance personnel are on site and have begun corrective actions. Repair time shall begin upon the recorded initiation time of corrective action by Contractor personnel at the repair site. All calls and arrival times will be recorded by the COR. The Contractor s failure to meet the required response time will result in a 10% maintenance credit for each occurrence or a possible termination for default. After service, Contractor will provide a written report summarizing the performed service, findings and recommended action. Repair time for normal wear items on any single piece of equipment shall not exceed 24 consecutive hours. Should the government determine that the equipment is not operating in a satisfactory manner, the government shall remedy the malfunction, through whatever means are necessary, and offset the Contractor s invoice for costs to correct the malfunction. For the purpose of this agreement, normal wear items are considered as, but not limited to, the following, and must be included in the agreed upon list of stocked spare parts: Belts Hoses Radiator Cap Filters Thermostat Starter Alternator Water Pump Item 0002 will be reimbursed on a Time & Materials basis. Contractor will be required to provide a breakdown of labor hours and material costs. Parts and consumables will be reimbursed at the manufacturer s sales price plus 25%. Item 0002 Rates: Labor billing amount shall be in accordance with Time & Material rates below: Straight Time; Monday-Friday; 0730-1600; $(____)/hr. Overtime; Monday-Friday 1600-0730, & Saturday; $(_____)/hr. Double Time; Sundays & Holidays; $(_____)/hr. Mileage, per vehicle; $(_____)/mile. Per Diem, per person; $(_____)/Day. Item 0003- Contingency Planning (Time & Materials): As a priced option to the government, and upon execution of said option, Contractor shall designate mutually acceptable personnel to provide uninterrupted on-site maintenance during periods of emergency or natural catastrophe (Hurricane Condition III Onset of Hurricane force winds anticipated in 48 hours). Additional personnel may be designated to re-establish operations immediately after the site is declared safe to enter. Estimate is based on two (2) on-site personnel for one (1) week. Billable hours shall start at the time of mobilization and continue uninterrupted until return to origin. Parts and consumables will be reimbursed at the manufacturer s sales price plus 25%. Item 0003 Rates: Labor billing amount shall be in accordance with Time & Material rates below: Straight Time; Monday-Friday; 0730-1600; $(_____)/hr. Invoicing Item 0001 Invoices shall be submitted semi-annually after completion of PM inspections. Item 0002 Invoices shall be submitted monthly for any work performed on this item, per Section 4.2. Item 0003 Invoices shall be submitted monthly for any work performed on this item, per Section 4.3. REQUESTED INFORMATION: (1) STATEMENT OF CABABILITY: Submit a brief description, five (5) pages or less, that demonstrates how your company has the supervision, facilities, labor and experience to perform the scheduled and unscheduled repairs and preventative maintenance of the equipment described above. Include experience in performing these services to the VA, other Government (Federal or State) agency, or for a private facility. Please specify your availability to start date and your address.
