- Sources Sought Notice Identification Number: W9128F21SM028 This is a Sources Sought Notice and is for market research purposes only. THIS IS NOT A REQUEST FOR PROPOSAL, QUOTATION OR BID.� NO SOLICITATION IS CURRENTLY AVAILABLE. The U.S. Army Corps of Engineers, Omaha District is conducting market research to identify sources (Small Businesses and Other-than-Small Businesses) that have the knowledge, skills and capability to perform the work concerning the potential project described below. Responses are requested only from: POTENTIAL PRIME CONSTRUCTION CONTRACTORS WITH COMPANY BONDING CAPABILITY (SINGLE JOB) OF AT LEAST $2M. The responses to this sources sought announcement will be used by the Government to make appropriate acquisition decisions for this project. Responses are to be sent via email to gloria.garside@usace.army.mil no later than 2:00 p.m. MST, 30 April 2021.� Please include the Sources Sought Notice Identification Number in the Subject line of the email submission. Project Description: This is a fully designed project. The Fort McPherson National Cemetery Caretaker Lodge, Maxwell, NE, is listed on National Registers of Historic Places.� All work done on this project must conform to the Secretary of the Interior's Standards for the Treatment of Historic Properties, be performed by contractors and craftsmen with demonstrated successful experience in working with older buildings and construction materials, and is subject to review by the National Cemetery Administration Historic Architect. The scope of work consists of a single contract for all the work for the Fort McPherson National Cemetery Caretaker Lodge Rehabilitation Project according to the Project Manual, plans and specifications.� The project consists of roof replacement, brick masonry repairs, window replacement, building systems upgrades, interior finishes rehabilitation, front porch restoration, barrier-free accessibility improvements and related site work. The building retains a high degree of integrity and the project will emphasize the historic aspects of the work, and will require careful engineered access, rigging and temporary shoring to maintain the structural integrity of the structure for project duration.� �The principal activities requiring Contractors and Subcontractor qualification in this project include: 1. Supervision and Administration of Projects of Similar Scale and Complexity. 2. Site Supervision and Administration of Historic Preservation Projects. 3. Masonry Restoration. 4. Slate Roofing. 5. Copper Sheet Metal Roofing and Flashing. Experience shall meet the following requirements: 1. At least two (2) projects involving separate significant historic buildings or sites, or buildings comparable to the Fort McPherson National Cemetery Caretaker Lodge in size and complexity. The two projects must have involved similar activities, and coordination as the subject project. 2. All projects shall be completed within the past ten (10) years preceding the date of the execution of this pre-qualification form. The aggregate construction cost of each project must be at least $500,000. The project supervisor will be required to demonstrate verifiable, successful experience in Project Supervision and Administration. This experience shall meet the following requirements: 1. At least two (2) projects involving separate significant historic buildings or sites, or buildings comparable to the Fort McPherson National Cemetery Caretaker Lodge in size and complexity. The two projects must have involved similar activities, and coordination as the subject project. The Contractor�s Subcontractors Restoration Skills Qualification Statements as set forth herein must be determined to be acceptable and Subcontractors identified as Qualified Subcontractors. Only Qualified Subcontractors will be allowed to perform the Work. Submission Details: All interested, capable, qualified (under NAICS code 236220 Commercial and Institutional Building Construction) and responsive contractors are encouraged to reply to this market survey request. Interested PRIME CONTRACTORS ONLY should submit a narrative demonstrating their experience in construction projects of similar nature as described above. Narratives shall be no longer than 10 pages. Email responses are required. Please include the following information in your response/narrative: � Company name, address, and point of contact, with (h)er/is phone number and email address � Business size to include any official teaming arrangements as a partnership or joint venture � Details of similar projects and state whether you were the Prime or Subcontractor � Start and end dates of construction work � Project references (including owner with phone number and email address) � Project cost, term and complexity of job � Information on your bonding capability - SPECIFICALLY IDENTIFY PERFORMANCE AND PAYMENT BONDS CAPACITIES Comments will be shared with the Government and the project management team, but otherwise will be held in strict confidence. PLEASE NOTE: AT THIS TIME, WE ARE ONLY INTERESTED IN RESPONSES FROM COMPANIES WHO HAVE THE ABILITY TO BE PRIME CONTRACTORS WITH BONDING CAPABILITY (SINGLE JOB) OF AT LEAST $2M.
