THIS IS NOT A SOLICITATION ANNOUNCEMENT. THE PURPOSE OF THIS SOURCES SOUGHT ANNOUNCEMENT IS TO COLLECT MARKET RESEARCH DATA. �RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT NOW OR IN THE FUTURE. �NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. The purpose of sources sought notice to determine the availability of large and small businesses (e.g., Small business, 8(a), Service-disabled veteran owned small business, HUBZone small business, Small disadvantaged business, Veteran-owned small business, and Women-owned small business, etc.) under NAICS code NAICS Code 236220. The Government is seeking information from companies that have the capability, experience and expert knowledge to provide design-build (architectural design and engineering, construction and project management) for anticipated Building 101 Tower Modernization project described herein at the National Institute of Standards & Technology, in Gaithersburg, MD. The Government contemplates a Single Award Task Order Construction contract (SATOC) in the anticipated amount of $20M.� GENERAL REQUIREMENTS: A. Introduction: �The NIST Gaithersburg, Maryland campus is a Research and Development (R&D) facility with 52 buildings located on a 574-acre site. �Building 101 is the main administration building for the NIST Gaithersburg Campus. �As the tallest structure and the most iconic building on the campus, Building 101 consists of an 11-story administrative office tower and a sprawling first floor and basement level totaling 345,785 square feet of area. �Commissioned in 1965, Building 101 is one of the earliest buildings on campus, and is a Contributing Resource to the National Register of Historic Places-eligible NIST Historic District. � The office tower, floors 2 through 11, houses a variety of administrative and managerial office functions, including the offices of the NIST director and associated support spaces. �Like other original campus buildings, the facility is in poor physical condition. �Through facility condition assessments, the condition of Building 101 Complex has been documented to be among the worst on the Gaithersburg Campus with a Facility Condition Index rating of �Poor� � the lowest rating on the scale. � B. Project Description: ���The National Institute of Standards and Technology (NIST) has an urgent need to modernize the administrative office areas of Building 101 on the Gaithersburg, Maryland campus. � In accordance with Department of Commerce space planning guidelines, and with the increasing need for administrative workstations, the Building 101 office tower floors 2 through 11 will be renovated and modernized. �Each 9,000 gross square foot floor will be converted to a less restricted layout, intermingling closed offices and conference rooms with open work areas, collaboration spaces, and exposed filing and copy spaces. �The scope for each floor will include renovations of existing toilet rooms and associated facilities, information technology/telephone distribution rooms, new HVAC distribution and controls, power and lighting upgrades, and improvements to life safety systems. The contract methodology anticipates individual task orders for pre-determined construction phases based upon fiscal year budget appropriations up to the full potential project scope. �The project shall be executed in government-defined construction sequences as to allow ongoing building operations to continue with the least impact to NIST mission requirements. The contract period of performance is expected to be 60 months duration, with renovations occurring at the rate of at least one floor per year, contingent upon available funding. C. Interested Parties: Responses should include:� 1.�� �Identifying information a.�� �Company name b.�� �Point of Contact c.�� �Phone number d.�� �E-mail e.�� �Size standard for NAICS code (Large or Small) f.�� �If small, any socio-economic status (i.e. � 8(a), SDVOSB, HUBZone, etc.) � 2.�� �List Bonding capacity � single and aggregate. 3.�� �Capabilities - The submission of capability statements should include the following: a.�� �Descriptions of Project Experience � Submissions should reference no more than five (5) similar examples of Two-Step Design/Build projects within the past ten (10) years where the interested firm served as the prime contractor. Each project must include the name, title, project role, e-mail address, and telephone number of at least one reference. Client references may be used to verify project size, scope, dollar value, percentages and quality level of performance.� b.�� �Example projects must be of similar size and scope and clearly define any joint�venture or contracted relationships/responsibilities for design-build contracts referenced herein.� c.�� �Projects similar in size to this project include:� i.�� �Multi-year project duration of five or more years. ii.�� �Projects greater than 10,000 net square feet constructed.� d.�� �Based on the criteria above, for each project submitted withing the capability statement, include the following:� i.�� �Current percentage of construction complete and the date when it was or will be completed. ii.�� �Scope narrative of the project.� iii.�� �Size of the project.� iv.�� �The dollar value of the construction contract and whether it was design-bid build or design-build.� v.�� �Client reference information if provided.� 4.�� �Response should be no longer than 10 pages. Please ONLY include a narrative with the requested information; additional information not related to this request, such as business marketing information, will NOT be reviewed.� 5.�� �Responses must be submitted no later than 2:00 PM ET on May 3, 2021. Respondents will not be notified of the results of the capabilities analysis. All information submitted in response to this announcement must arrive on or before the closing date. All capability statements shall be submitted via e-mail to the point of contact listed below.
