A WORD DOCUMENT OF THE BELOW INFORMATION IS ATTACHED: Space Operations Command (SpOC)/ Services Acquisition Managements � Directorate (SAM-D) REQUEST FOR INFORMATION (RFI) Enterprise Change + Project Management Support THIS NOTICE IS ISSUED AS AN RFI ANNOUCEMENT FOR INFORMATION PURPOSES. This notice DOES NOT constitute a Request for Proposal (RFP), Request for Quotation (RFQ), Invitation for Bid (IFB), or solicitation, nor does it represent any commitment by the Government. Since this is an RFI announcement, no evaluation letters and/or results will be issued to the respondents. No reimbursement will be made for any costs associated with providing information in response to this announcement. No telephone calls will be accepted requesting a bid package or solicitation. A solicitation does not presently exist.� SpOC/SAM-D will not accept or acknowledge: brochures, samples, catalogs, and any other marketing solicitation information.� The Government is performing market research primarily in order to determine if there are commercial solutions available to execute the requirements listed in the attached Statement of Objectives (Attachment 1). The results of this market research effort will be used to determine if execution via the Commercial Solutions Opening (CSO) Pilot Program is realistic to meet an innovative need within SpOC/CCT. Therefore, we invite all potential offerors to provide a capability statement outlining their ability to meet the attached SOO as well as addressing the requirements below. Prospective contractors shall be registered in the System for Award Management (SAM) prior to award of any Federal Government contract. Contractors are encouraged to obtain further information on SAM registration at the following website: https://beta.sam.gov/ Please provide the following information in your response: a. Name, address, and point of contact to include telephone number and email address of your �� company. b. Company CAGE Code and DUNS in order to verify SAM status. c. Specify your business type (other than small business, small business, small disadvantaged �� business, 8(a) certified small disadvantaged business, HUBZone small business, woman-����� owned small business, veteran-owned small business, service-disabled veteran-owned small business) ����������� based upon NAICS 541512.� Specify all that apply.� d. Provide additional NAICS codes with justification that you would recommend as being more applicable and your business size for the NAICS as specified in c. above. In addition to a different NAICS, offerors are encouraged to submit what they believe is the applicable PSC. e. Address the status of the accreditation of the software solution to be on Government networks. In the event it is not accredited, is there a plan to do so outside of this RFI? f. In the event this acquisition is solicited as unrestricted, the Government intends to include a requirement for other than small business offerors to provide maximum small business subcontracting opportunities. The Government is interested in input from industry regarding the available small business subcontracting opportunities. Please address the feasibility of this and why or why not subcontracting opportunities exist. g. For the attached SOO, interested offerors are encouraged to submit questions/feedback for Government review. On a weekly basis, the Government intends to consolidate and post any updates via questions and answers or changes to the attached SOO. All responses shall be received by Wednesday, 19 May 2021 @ 10:00 AM Mountain Time. At this time, no extension to the response date will be considered however the Government will accept late submissions. The Government will be under no obligation to review late submissions but reserve the right to do so.� Send responses via e-mail to Mr. Joseph Willard (joseph.willard@us.af.mil) and Ms. Autumn Krill (autumn.krill.1@spaceforce.mil). Responses shall be no more than 25 pages (single spaced, front and back, no smaller than Times New Roman, font size 12 or equivalent). If submissions exceed the page count noted, the Government may only review the first 25 pages and disregard the remainder of the submission.
