- This Sources Sought Notice is issued for information and planning purposes only and does not constitute an offer by Battelle to fund, as a whole or in part, the opportunities referenced herein. This RFI does not represent a pre-solicitation synopsis or a solicitation and does not constitute a request for proposal or request for quote. Battelle will not pay for any information or administrative costs incurred in responding to this RFI; all costs associated with responding to this RFI will be solely at the interested party�s expense. Any response received will not be used as a proposal or quote. The responses to this RFI will be reviewed by Battelle and may be used to develop requirements for future needs. OVERVIEW The U.S. Department of Energy (DOE), Pacific Northwest National Laboratory (PNNL) works with partner countries in support of DOE�s International Nuclear Safeguards Engagement Program (INSEP), to: prepare the safeguards infrastructure necessary to support the safe, secure, and peaceful use of nuclear energy; enhance the implementation of International Atomic Energy Agency (IAEA) safeguards, thereby reducing the likelihood of diversion or misuse of nuclear material for non-peaceful purposes; and test and deploy new safeguards technologies to meet current and future safeguards challenges. DOE�s INSEP primarily accomplishes these objectives through engagement with partner countries and organizations around the world. The COVID-19 pandemic has presented INSEP with an unprecedented challenge to further its mission by engaging partners remotely. In response to this challenge, INSEP has adapted its training and engagement approach to leverage virtual tools and platforms more effectively. After nearly a year of effort focused on this pivot, INSEP would like enlist support from a contractor external to the DOE enterprise to review our strategy for digital media and virtual training and provide recommendations on opportunities for improvement. Tasks may include (but are not limited to) the following: Reviewing INSEP websites or other externally facing digital media Reviewing INSEP outreach and training products Conducting interviews and/or focus groups with INSEP staff to collect information on engagement strategies, approaches, and target demographics. Developing a cohesive and comprehensive strategy for INSEP�s online presence including considerations related to branding, additional digital tools and media that may be used, and vertical/horizontal digital product integration. Responses should provide interested parties' capabilities and experience in providing this type of service as well as�additional input in areas that may not be currently considered by the program, where appropriate.
