- Description
- The Internal Revenue Service, (IRS), is seeking a source to provide Regulations and Codes to the IRS, Chief Counsel Library in the Washington DC.� Due to COVID-19, the Codes and Regulations purchased, a portion shall be sent to various IRS employees in the DVM area, and the remainder to the main IRS Office in Washington DC.� The vendor shall arrange for specified regulations to be mailed, to specified staff members, to be identified at time of award, and provide proof of delivery.� The remainder of the award shall be delivered directly to the IRS Chief Counsel Library.� �Final award shall be based on price and ability to mail out, track specified copies of Regulations and Codes, and provide a spread sheet with proof of delivery.� This requirement shall be awarded to the vendor who can meet all the terms of this requirement, price is also a determining factor.� The vendor shall provide: AWARD GROUP #1: �662 Printed copies of the Internal Revenue Federal Tax Code: FORMAT: shall be a print edition (Not Electronic), Edition must be current through tax laws enacted through December 31, 2020.� Content-Must contain the complete, unabridged text of Internal Revenue Service Code (Title 26 of the United Stated Code).� FEATURES: Shall include editorial notes showing the historical changes made to each Code Section by prior Acts.� AWARD GROUP #2: Internal Revenue Federal Tax Regulations 631 print copies of the Regulation.� FORMAT: Be in a print edition (NOT electronic); Edition: Most current edition: Winter 2020/21, is the early acceptable; CONTENT: Must contain final, temporary, and proposed tax regulation, plus related preambles;� FEATURES: Includes editorial notes showing the historical changes made to each code section by prior Acts.� Include finding aids such as topical index and/or tables; DELIVERY: 108 Copies to the Internal Revenue Code, and 106 copies of the Internal Revenue Federal Tax Regulations to be delivered to the IRS, National Office.� Vendor shall deliver 554 copies of the Internal Revenue Code, and 525 copies of the Internal Revenue Federal Tax Regulations, directly to IRS personnel�s personal shipping addresses of the Chief Counsel employees, to be provided to the award vendor.� NAICS: 511130 � Book Publishers.� The Vendor shall be provided with a password protected spreadsheet containing the names, personal addresses, and telephone numbers of consenting employees, who desire a copy be mailed to them.� The IRS employees who have requested a mail copy, the Vendor must ensure there is NO reference to the IRS on any of the shipping labels or shipping documentation.� The Vendor shall delete all employee information from the vendor computer and databases, once all copies have been verified to be received and accepted.� The Vendor shall upon completion, to include verification of receipt and acceptance, provide the IRS password protected spreadsheet containing the employees name, receiving a shipment (i.e. Delivered, Not Delivered, etc.) The IRS shall verify within two weeks of receipt of the spreadsheet, the IRS shall confirm receipt with each identified recipient and notify the Vendor of any missing or damaged shipments, in which the vendor shall replace.� If the delivery is rejected by the recipient, or the provided address is incorrect, the IRS shall inform the award Vendor and provide updated information in order to facilitate re-delivery by the Vendor.� Only after ALL materials are received and accepted shall the Vendor delete the IRS employee personal information from the database.� The Vendor shall provide to the IRS proof of quality control/inspection to ensure a 98% or better delivery rate.� Any party interested in this synopsis shall send an email to request a copy of the required Codes and Regulations. NO TELEPHONIC CONTACT SHALL BE ACCEPTED.� All Request should be in writing and received on or by the closing date of the issued solicitation.� Award Vendor must be actively registered in System Award Management (SAM) at time of Award.� Award Vendor shall have no delinquent Tax Standing with the Internal Revenue Service (IRS). ��Responsive quotations shall include Federal Tax Identification Number, Vendor DUN�s number, vendor�s full name, and full address.� All quotes shall include pricing, FOB point, business size, NAICS code. Award shall be made in the form of a Government purchase order, and payment invoicing shall be done through Invoice Processing Platform (IPP).� Quotations shall be no more than 10 pages total length and will not be accepted via mail or facsimile, only e-mail correspondences shall be accepted. The Government reserves the right to make an award without discussions and or negotiations.�
