- SOURCES SOUGHT: The VA Medical Center Central Western Massachusetts in Leeds, MA has a requirement for a Firm Fixed Price contract to provide professional Architect/Engineer (A/E) Design Services to repair foundation walls which have been noted in the FCA assessment with D and F condition codes. This has resulted in water infiltration and efflorescence inside clinical and administrative rooms within the basements of many buildings. This project requires repair to the foundation walls but also a drainage system to ensure longevity of the buildings. This would apply to a minimum of 15 buildings and a basement GSF of 173,280 SF. This is not a Request for Proposal; the purpose of this notice is to determine if there are qualified SDVOSBs, VOSBs or Small Businesses that have the experience. The NAICS code is 541330 and the small business size standard is $16.5 million.. The following information is requested in response to this notice: (1) A positive statement of your intention to submit a proposal in response to a solicitation for this project and include your firm s DUNS number; (2) Evidence of experience in A/E Services for a complete design of structural repairs to building foundations, specifically, concrete footings; (3) Evidence of experience in A/E Services for a complete design of waterproofing, water infiltration prevention and drainage for building foundations; (4) Evidence your firm has experience in critical path scheduling, sustainable design practices and knowledge and understanding of utility and service penetrations through foundation systems. Include Government and private experience on project similar in size, scope and complexity; (4) Evidence your firm can perform 50% of the requirement IAW 52.219-14 Limitations on Subcontracting clause. All information must be submitted in sufficient detail for a decision to be made on the availability of interested SDVOSB, VOSB or SB concerns. Failure to submit all information requested will result in a contractor not being considered as an interested SDVOSB, VOSB, or SB concern.
