Description

Mission and Installation Contracting Command, Fort Gordon, Georgia intends to negotiate/award a sole-source contract with STaCS DNA Inc. 2255 St. Laurent BLVD Suite 206 Ottawa, Ontario, Canada K1G4K3: Vendor Cage Code L8472. The requirement is for the following items: 1 JOB: The Defense Forensic Science Center (DFSC) has a mission critical requirement for the immediate procurement of an upgrade to the existing STaCS DNA Database license to permit processing of 70,000 samples per year. The authority for this non-competitive award is 10 USC 2304(c)(1), STaCS DNA Inc. is the manufacturer of STaCS-DB Enterprise (STaCS�); a specialized Forensic DNA Databanking software application. They provide the specialized functionality available in STaCS� that tracks and controls the overall DNA analysis processing steps � from Sample Intake in the DNA laboratory to CODIS Upload. STaCS� can only be purchased from STaCS DNA Inc. as there are no resellers or subcontractors.� A sources sought notice was placed on BetaSam.gov, in which rendered no written expressions of interest for this acquisition, therefore resulting in a sole-source contract.� The Government intends to procure this sole source requirement under Simplified Acquisition Procedures in FAR part 13 and Commercial procedures in FAR part 12.� THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS and a solicitation will not be issued. Interested concerns must show clear and convincing evidence that competition of this requirement would be advantageous to the Government.� If no affirmative written responses are received by 16:00pm EST on Thursday 22 April 2021, an award will be made without further notice.� Oral communications are not acceptable in response to this notice.� A determination by the government not to compete this proposed requirement is solely within the discretion of the government.
