- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, �Streamlined Procedures for Evaluation and Solicitation for Commercial Items,� as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation document will not be issued. This Request for Quotations does not constitute a commitment, implied or otherwise, that the Government will take procurement action on this matter. This solicitation is a Request for Quotations (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2020-08. The associated North American Industrial Classification System (NAICS) code for this procurement is 811198, All Other Automotive Repair and Maintenance, with a small business size standard of $8,000,000. The Naval Facility (NAVFAC) Public Works Division (PWD) is soliciting for a firm-fixed price (FFP) award securing certified emergency vehicle technician services for Fire and Emergency Service (F&ES) vehicles located at Naval Air Station Sigonella, Sicily, Italy.� The services to be provided will include vehicle maintenance, testing, inspection, certification, and repair services by National Fire Protection Association (NFPA) certified technicians. It is anticipated that a combination Indefinite Delivery Indefinite Quantity (IDIQ) single award contract for recurring and non-recurring services will be awarded for a base period of one (1) year and four (4) one �year option periods.� All services will be performed in Sicily, Italy, and all parts and equipment will be provided by the government. The proposed procurement will utilize full and open competition, and it is anticipated that a single FFP IDIQ will be awarded as a result. However, the government may make multiple awards if it is determined in the best interest of the government. The Government will not be responsible for any cost incurred in responding under this announcement.� Place of Performance The work will be performed within the Naval Facilities Engineering Command (NAVFAC) Sigonella, Italy including Naval Air Stations I and II, Sicily, Italy. Award shall be made to the offeror whose quote provides the lowest price technically acceptable submission. The Government will evaluate quotes based on the following evaluation criteria: Factor 1 technical capability, Factor 2 past performance, and price. The three lowest priced quotes will be evaluated for technical acceptability, if the lowest three quotes are reviewed and not found to be technically acceptable the evaluation board will continue to review the next lowest three quotes until one is determined to be technically acceptable. Additional information is provided in�FAR 52.212-2, Evaluation�Commercial Items, Addendum. The government intends to award a contract as a result of this combined synopsis/solicitation that will include the terms and conditions set forth herein. To facilitate the award process, all quotes must include a statement regarding the terms and conditions herein as follows: The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition. Submission shall be received not later than 4:00 PM Central European Summer Time (CEST) on 20 April�2021.� Late submissions shall be treated in accordance with the solicitation provision at FAR 52.212-1(f).
