- DESCRIPTION OF SERVICES: 71 Force Support Squadron , Marketing Department, requires a contractor to provide all necessary support, materials, equipment, and accessories to remove, install, and integrate new marquee� at the Crosswinds Club (Fisher �Rd), Vance AFB, OK. The contractor shall provide all necessary tools to remove and install said marquee. The contractor shall provide any ladders, lifts, hoists, power tools, safety gear or other equipment/tools, supplies necessary to perform marquee installation and provide necessary testing of all installed/integrated components. Contractor must be a certified installer of the display equipment. Contractor expected period of performance is 120 days from acceptance of the award. SITE SPECIFIC REPLACEMENT/UPGRADE.� The contractor shall provide equipment, installation and integration of marquee and ensure compatibility and operability at the following location:�� LOCATION �Club� 454 �Fisher Rd Building 601 Vance AFB, OK 73705 EQUIPMENT a. One (1) New double-sided marquee to include new steel frame: Approximately 4�8� x 9�5� 80 x1 75 matrix 15.85mm Full Color LED Displays, with full color 2V RGB electronic led displays with 281 trillion colors (red, green & blue) Five (5) year warranty on the displays and LEDs Control suite cloud-based software, and time/temp modules 4G Cellular Modems with Verizon Lifetime Data Plan �Removal. The contractor shall remove existing marquees and display cabinets from existing steel poles (Fisher Rd). Also remove any other equipment behind panels that will not be required for new marquees and old brick frame holding the marquee. �Installation.� The contractor shall manufacture and install one (1) new steel frames for marquee installation, install (1) double-sided marquees one at Crosswinds Club (Fisher Rd) onto existing steel poles. Marquees are required to be Approximately 4�8� x 9�5� 80 x1 75 matrix 15.85mm Full Color LED Displays, with full color 2V RGB electronic led displays with 281 trillion colors (red, green & blue) with a five (5) year warranty on the displays and LEDs. �The contractor shall connect new LED displays to existing power. �The contractor shall perform a Contractor Verification Test (CVT) upon completion of the installation and integration for operability. �Certification Test Requirements. The Vance AFB Marketing Director will conduct functional and operational certification of installed system. �Product data sheets.� All data sheets shall be submitted in PDF format. Monthly progress report.� A report shall be generated and submitted monthly to Vance AFB Marketing Director the covering the status of the installation, schedule update (on time, slips) and any potential scheduling issues. �Initial Training.� The contractor shall provide Initial Operator Training. SPECIAL REQUIREMENTS. � �All wiring connections shall be secured using standard security connectors. �The contractor shall provide as-built drawings of equipment set-up. �Upon discovery of any installation problems the contractor and Vance AFB Marketing Director shall meet and trouble shoot the problem together. �A joint quality assurance inspection will be conducted prior to system turn over and system operability testing conducted. �The contractor shall assign employees who possess certification to handle all required material handling, transportation, loading, unloading and product installation tasks to meet OSHA, base safety requirements and IDS manufacturer certification standards.� The contractor shall ensure products meet required safety standards at the time the project is finished and accepted by the customer.� Contractor shall provide the standard commercial product warranty certificate specifying warranty period for the system. �All areas shall be returned to their pre-construction or newly renovated state by project completion date. GOVERNMENT FURNISHED EQUIPMENT/SUPPORT.� The Government will provide the following in support of this effort: �Host is responsible for all high-voltage electrical work, including removal of existing high-voltage system and addition of local active power. �Access for installation into facility in conformance with the installation schedule. �Host escort for the contractor during the installation.� Presence of this escort is not for purpose of inspection or acceptance.� �SYSTEM WARRANTY : ��The contractor shall provide 12 month warranty on product and workship. SECURITY REQUIREMENTS.� The contractors shall comply at all times with base security requirements to include base pass requirements and personnel security clearance.��� . Before arrival the contractor must mail or fax a visit authorization letter to the project manager listing the name, date of birth and place of birth of the individuals who will be working on the base. Contractor shall be responsible for obtaining written permission/signature from each person�s name submitted for a background check to be completed.� If a back ground check cannot be completed entry onto the installation cannot be granted.� Contact the project manager for further guidance. �Retrieving Identification Media. The contractor shall be responsible for retrieving all identification media including vehicle passes from employees at the end of the contract and employees who depart for any reason before the contract expires e.g. terminate for cause, retirement, etc. Traffic Laws.� The contractor and its employees shall comply with base traffic regulations.� Weapons, Firearms, Ammunition.� Contractor employees are prohibited from possessing weapons, firearms, or ammunition on themselves or within their contractor owned vehicle or privately owned vehicles while on base. Physical Security.� The contractor shall be responsible for� safeguarding all government property, and controlled forms provided for contractor use.� At the end of each work period, all government facilities, equipment, and materials shall be secured. �SAFETY.� The contractor must have a safety and health plan for their employees.� The contractor shall instruct each employee in the recognition and avoidance of unsafe conditions and regulations to his work environment to control or eliminate any hazards or other exposure to illness or injury.� Accident/Incident Reporting and Investigation.� The contractor shall record and report to the Government Safety Representative �all available facts relating to each instance of accidental damage to government property or injury to either contractor or government personnel.� The contractor shall secure the accident scene and wreckage until released by the accident investigative authority through the Government Safety Representative .� If the Government elects to conduct an investigation of the incident the contractor shall cooperate fully and assist the government personnel until the investigation is completed.� Subcontractors Safety.� The Contractor shall be responsible for ensuring their subcontractors comply with all provisions of this contract.
