Description
This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures found at FAR Part 13, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on both Contract Opportunities (https://beta.sam.gov/) and NECO (http://www.neco.navy.mil/). The Solicitation number, N0018921QZ104. The proposed contract action is for commercial SERVICES. The NAICS code is 711320 and the Small Business Standard is $16.5 Million. This solicitation documents and incorporates provisions and clauses in effect through FAC 2021-05 and DFARS Change Notice 20210224. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at these addresses: https://www.acquisition.gov/browse/index/far https://www.acq.osd.mil/dpap/dars/dfarspgi/current/ The NAVSUP FLC Norfolk Philadelphia Office intends to solicit Top Gun Racing, Inc (CAGE: 8VTT1) on a sole source basis. The proposed acquisition is for sponsorship and advertising services for the Top Gun Racing INDYCAR team for a period of performance of 12 months from date of purchase order award. This action will result in a Firm Fixed price contract. The proposed contract action is for SERVICES for which the Government intends to solicit and negotiate with only one source, Top Gun Racing, Inc (CAGE: 8VTT1), IAW FAR 13.106(b)(1). Sponsorship of Top Gun Racing and participation in race events allows the Navy the opportunity to interact with potential Navy recruits to generate recruiting leads and meet the Navy�s goal of recruiting a diverse range of adults to Navy careers. Sponsorship of Top Gun Racing will provide advertising service to include, but not be limited to, a Navy sponsored INDYCAR, team trailer featuring Navy sponsorship wrap, access to fans to promote and demonstrate the US Navy with a focus on younger adults and how a life in the Navy can appeal to them, the ability to host hospitality events to actively recruit and generate leads, and various digital advertising efforts. Interested persons may submit a capability statement by the specified response date. This notice of intent is not a request for quotes from any source other than Top Gun Racing, Inc (CAGE: 8VTT1). However, the Government will consider information received by the specified response date. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed procurement action based upon responses received is solely within the discretion of the Government. The Government will not pay for information submitted in response to this notice. Line Items/Quantity/Unit of Issue: CLIN 0001 � Sponsorship and Advertising Services � 12 months Delivery information: Delivery POC: [Government point of contact to be determined prior to award.] Performance/Delivery: Performance is anticipated to occur at the contractor�s facility unless otherwise specified in the Performance Work Statement (PWS). The anticipated period of performance is 12 months from purchase order award. Responsibility and Inspection: FOB Destination applies. Unless otherwise specified in the resultant purchase order, the contractor is responsible for the performance of all inspection requirements and quality control. The Requirements Statement is as follows (Section B): The contractor shall provide the following advertising services: � Direct logo and Navy recognition on team car and trailer � Crowd activation exhibit booth, tents, hospitality events, and virtual experiences at every event of the 2021 season o Excludes race events taking place outside the United States (Toronto, Canada) o Activation area to be 100� x 75� to allow for NRC use of Nimitz activation � Utilize video, print media and apparel to promote the U.S. Navy � Event access passes for Navy Recruiting personnel o Thirty (30) Passes shall be made available to NRC Recruiting staff for each race event o Six (6) additional, transferable passes shall be made available for each event o Passes shall grant access to all restricted areas � Event Website Recognition � Mobile App Inclusion � Arranging Blue Angles fly overs at Indy 500 � Coordination of the Navy Week to align with race track locations � Data tracking to gauge return on investment (ROI) o Data shall be made available to NRC within five (5) days of each event o ROI information shall be presented to NRC in both a formal report and Raw data formats � Data tracking to gauge return on investment (ROI) Clauses and Provisions The following provision and clauses apply to this solicitation: - 52.212-1, Instructions to Offerors � Commercial, applies to this acquisition. - 52.212-4, Contract Terms and Conditions -- Commercial Items - 52.212-5, Contract Terms and Conditions Required to Implement Statutes Or Executive Orders -- Commercial Items Quoters are advised to include a completed copy of the provision at 52.212-3, Offerors Representations and Certifications � Commercial Items.
