Description
BID DUE DATE AND BID OPENING HAVE�BEEN CHANGED TO MAY 12, 2021 AT 2:30 PM CENTRAL TIME.� Solicitation Number: 12FPC321B0005 Notice Type: Solicitation Synopsis: The United States Department of Agriculture (USDA) Farm Production and Conservation � Acquisition and Procurement Division is issuing this�Invitation for Bid (IFB) in accordance with FAR Part 14 on behalf of the USDA - Natural Resource Conservation Service (NRCS) for the EWP Repair Project on Harlingen Irrigation District Rangerville Drainage Channel Site 44 located in Harlingen, Cameron County, Texas. The work involves repair to the site along the existing Rangerville drainage channel (Site 44).� New anchored steel sheet piles will be installed to stabilize the drainage channel toe and the re-graded embankment slopes.� The major item of work consist of preparing the access road and campsite; removing fences from the work area; excavating the embankment slopes behind the slope failures to sound soil, driving sheet piles, installing the drain prism behind the sheet pile wall, backfilling the embankment slopes with earthfill; shaping the area to match existing aprons, backfilling the embankment slopes with earthfill; shaping the are to match existing aprons, roadway and or adjacent embankment and vegetating the disturbed areas. The solicitation is�a Total Small Business set-aside.� Interested contractors must be registered in and must complete the annual representations and certifications electronically via the System for Award Management (SAM) at http://www.sam.gov in order to be eligible for award. A�site visit has been scheduled for March 25, 2021 at 10:00 AM Central Time.� Participants will meet at 201 E. Pierce, Harlingen, TX.� A firm fixed price construction contract is anticipated under Sealed Bidding procedures in FAR Part 14. A bid guarantee, in the amount of 20% of the bid, is required to be submitted with each bid.�� Sureties should use SF-24 Bid Bond form. Performance (SF-25) and Payment (SF-25A) Bonds, in the amount of 100% will be required within 5 calendar days of award of the contract. The anticipated period of performance for this project is 153 calendar days from the date the contractor receives the Notice to Proceed (NTP). In accordance with FAR 36.204, the estimated magnitude of the projects is between $1,000,000 and $5,000,000.� The NAICS code for this solicitation is 237990, Other Heavy and Civil Engineering Construction.� The Small Business Size Standard for this NAICS is $39.5M.
