- This is NOT a solicitation for proposals, proposals abstract, or quotation. This is a Sources Sought notice to determine potential companies that can perform this requirement. The purpose of this notice is to obtain information regarding: (1) The availability and capability of qualified small business sources; (2) Whether they are small businesses; HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) Their size classification to the North America Industry Classification System (NAICS) code of 541990 All Other Professional, Scientific, and Technical Services. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. NIAID�s research workforce portfolio is expanding in response to new challenges such as bioterrorism; emerging and re-emerging infectious diseases including AIDS, SARS, West Nile virus, malaria, Ebola, Zika, COVID-19, and tuberculosis; as well as the growth of programs driven by unprecedented scientific opportunities in NIAID�s core scientific disciplines of microbiology, immunology, and infectious diseases. The planning, ongoing assessment, and management of a strategic human capital program and an organization effectiveness environment are critical to the realization of the research goals of the NIAID. The scope of this contract is to provide assistance in support of long-term human capital strategy and talent management practices to plan for, acquire, engage, develop, train, and retain a superior workforce. These support services will serve to create alignment between the Institute�s strategy, people, systems and processes. While some contract resources are strategically planned in advance, the changing nature of the demands on NIAID�s workforce often foster unpredictability insofar as the use of contract resources on a daily basis.� Contract support is needed to meet long-term strategic goals, as well as the in-the-moment demands on the workforce, thus dictating the need for a ready, agile cadre of consultants. Please refer to the attachment for additional information and instructions. 04/19/2021: Amendment. The purpose of this amendment is to include an updated attachment (see the attachment titled ""NIAID-SS21-OWER Sources Sought 04192021 Amendment""). The amendment includes Attachment 1 within the document and to remove�""Sample list of COTS Training, Attachment 3"" from Page 10. The response submission deadline remains unchanged, 11:00AM Eastern on April 26, 2021.�
