- Request for Information Solicitation Number: W52P1J-21-R-3008 Product: Natural Gas Distribution NAICS Code: 221210 - Natural Gas Distribution PSC: S111 � Utilities - Gas Distribution Statement A: Approved for public release; distribution is unlimited. This is a Request Information (RFI) for a requirement to procure the distribution and transportation of natural gas supply to be delivered to the end user McAlester Army Ammunition Plant (MCAAP) in McAlester, OK, FOB Destination.� The NAICS code is 221210 with a small business size standard of 500 employees.� This RFI is for planning purposes only and shall not be considered as a Request for Quote (RFQ)/Request for Proposal (RFP) or as an obligation on the part of the Government.� The Government does not intend to award a contract on the basis of this market research or otherwise pay for information solicited.� The Government will utilize the information provided for information and/or planning purposes and to identify potential sources as part of its market research.� Responders are solely responsible for all expenses associated with responding to this notice.� Responses to the notice will not be returned. The proposed contract is anticipated to be a four year firm-fixed price contract. �Consumption at MCAAP is predominately October through May of each year.� Its yearly natural gas consumption averages approximately 390,621.5 MMBTU per year. The highest monthly average was approximately 60,000 MMBTU, with an approximate low average of 13,000 MMBTU.� Interested vendors shall coordinate capacity requirements with appropriate Interstate Pipelines and bill in accordance with state and local tariffs.� This procurement may be a sole source to CERC and Enable Transmission to provide the natural gas transportation and distribution services. Interested vendors shall submit the following items: 1. A positive statement of your firm�s intention to bid. 2. DUNS, CAGE Code, Tax ID number, and Point of Contact Information. 3. Number of Employees (for small business size verification). 4. Terms and Conditions. 5. Production Capability and Delivery Lead Times. 6. Cost Estimates (for budgetary purposes). 7. Minimum and Maximum Quantities 8. All respondents shall explain methodology for determining price for usage quantity ranges. 9. Respondents with gas wells located on MCAAP, who are contractually obligated to provide up to 50 percent of the working interest portion of the wells� gas production, should explain how prevailing market price is determined. All of the above information must be submitted in detail for a decision to be made on the availability of interest from vendors.�� Failure to submit all information requested may result in a contractor not being considered as an interested vendor. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Contracting Officer and will be published on the Beta Sam website at www.beta.sam.gov without further notice.� If the proposed contract will be competed, it will be published electronically as a solicitation on the Beta Sam website and will be the responsibility of the contractors to check regularly.� Paper copies will not be available.� All prospective contractors must be registered in the System for Award Management in order to be eligible for award.
