SOURCES SOUGHT TECHNICAL DESCRIPTION FOR PICATINNY ARSENAL BUILDING 12 AND BUILDING 15 FURNITURE DESIGN AND INSTALLATION INTRODUCTION The United States Army Contracting Command � NJ, on behalf of the US Army Combat Capabilities Development Command Armements Center (CCDC AC) Systems Engineering Directorate (SED) at Picatinny Arsenal, NJ is issuing this sources sought synopsis as a means of conducting market research to identify potential sources having an interest and capabilities available to support/provide the renovation of Building 12�s furniture in its conference rooms and System Analysis labs.� The new layout would be designed and outfitted as an efficient space to accommodate additional employees and offices. In total, SED is looking to populate Building 12 conference rooms and System Analysis lab with furniture, customized for the needs of each space. A contractor that specializes in office furniture is required to both source and install these items, as well as provide ancillary parts and/or equipment.� This effort will also provide sufficient seating and table space to accommodate the workforce in Building 15.� The result of this market research will contribute to determining the method of procurement, if a requirement materializes. Based on the responses to this sources sought notice/market research, this requirement may be set-aside for small businesses (in full or in part) or procured through full and open competition. A single award will be made. All small business set-aside categories will be considered. All existing government wide acquisition vehicles will be considered.� Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding submissions. IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. PROGRAM BACKGROUND Picatinny Arsenal�s Building 12 is home to three branches of Enterprise Systems Integration Center (ESIC): Product Data Management (PDM), Requirements/Functional Analysis and Design Synthesis (RFAD) and Systems Analysis Division (SAD). In an effort to update and facilitate constructive working relationships, the conference rooms and System Analysis Lab in Building 12 will need to be updated with new furniture and tables.� The US Army, Systems Engineering Directorate (SED), at Picatinny Arsenal, NJ requires furniture for a newly constructed facility called the Joint Computer Aided System Integration & Innovation Laboratory Environment (JCASI2LE) or Building 15. This facility will provide the workforce with a rich and immersive collaborative environment that will enable employees to share and integrate data across engineering disciplines. Furniture is required for building 15 so that employees will have sufficient seating and table space to perform the necessary work functions such as collaboration amongst teams and the presentation of information to the workforce. Both Building 12 and Building 15 are adjacent buildings that will be physically connected to each other through a shared hallway. REQUIRED CAPABILITIES The Government requires a single contractor to design, renovate and install furniture as described in the attached Statement of Objectives.� The intent of this Sources Sought is to assess the capabilities available in commercial market to design and install furniture within the two buildings within 9 months after award of a potential contract / order. The Government envisions a solution for Building 12 and 15 Furniture Design and Installation that meets the following operational and program requirements: SEE ATTACHED DRAFT STATEMENT OF OBJECTIVES FOR MORE DETAILS. Qualification. The furniture must be qualified and demonstrate compliance to the following OSHA checklist:� https://www.osha.gov/SLTC/etools/computerworkstations/checklist_evaluation.html. This includes, but is not limited to compliance with Ergo Chair FS 88-004-0311 for all chair requirements.� Proof of qualification should be addressed in the response. SPECIAL REQUIREMENTS Any resulting request for proposal issued as a result will include Federal Prison Industries in the solicitation evaluation process in accordance with DFARS 208.302-70.� The PSC Code for this buy is 7110. For interested small businesses � the Limitations on Subcontracting Rule (FAR 52.219-14) and the Nonmanufacturer Rule (FAR 52.219-33) would apply to this potential requirement. Site visits and Distribution D Drawings of Building 12 and 15 will be available during the Request for Proposal phase for this potential requirement, after receipt of current DD2345 on file with interested vendor. ELIGIBILITY The applicable NAICS code for this requirement is 337214 with a Small Business Size Standard of 1000 employees. The Product Service Code (PSC) is 7110. SUBMISSION DETAILS Interested businesses should submit a brief capabilities statement package (no more than ten 8.5 X 11 inch pages, font no smaller than 10 point) demonstrating ability to provide the products/systems listed in this Technical Description. Documentation should be in bullet format. No phone or email solicitations with regards to the status of the RFP will be accepted prior to its release. Your response to this Sources Sought, including any capabilities statement, shall be electronically submitted to the Contract Specialist, Christopher Wester and Contracting Officer, Elizabeth A. Information and materials submitted in response to this request WILL NOT be returned. DO NOT SUBMIT CLASSIFIED MATERIAL. If your organization has the potential capacity to provide the required products/systems, please provide the following information: 1) Organization name, address, primary points of contact (POCs) and their email address, FAX, Web site address, telephone number, and type of ownership for the organization; and 2) Tailored capability statements addressing the requirements of this notice, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements; and 3) any available and existing Government Wide Acquisition Contract (GSA, etc) that could be utilized. All data received in response to this Sources Sought that is marked or designated as corporate or proprietary will be fully protected from any release outside the Government.
