- This is a Request for Information (RFI) by the Department of Homeland Security (DHS) Science & Technology Directorate (S&T) regarding Non-Detonable Canine Training Aids (TAs). The mission of DHS S&T is to perform Research and Development (R&D) for its Components to include Transportation Security Administration (TSA).� The mission of the TSA is to protect the nation�s transportation system to ensure freedom of movement for people and commerce. To achieve its mission, TSA must ensure that its security screening checkpoints are both effective and efficient. The critical aspect of checkpoint screening is ensuring that all individuals seeking entry to the airport sterile area are screened for person-borne threats to aviation. TSA is continuously evaluating detection methodologies and has identified canine detection of explosives as an important component of threat detection. An essential component of canine detection is regular training with the materials canines are tasked with detecting and, preferably, in the location where the canines work. Because of the locations where TSA detection canines are deployed, using bulk quantities of explosives is not feasible. Therefore, TSA is interested in TAs.� The DHS S&T Detection Canine Program is conducting market research to determine if there are vendors capable of providing TAs that meet DHS requirements. � This RFI is issued solely for market research, information, and planning purposes; it does not constitute a Request for Proposal (RFP) or any commitment or intent to issue an RFP or Broad Agency Announcement (BAA). The RFI does not commit the DHS to contract for any supply or service. DHS is not seeking proposals at this time. Responders are advised that the DHS will not pay any costs incurred in response to this RFI. All costs associated with responding to the RFI will be solely at the interested party�s expense. Not responding to this RFI does not preclude participation in any future RFP or BAA. The information provided in this RFI is subject to change and is not binding on DHS. All submissions become the property of DHS and will not be returned.
