SDVOSBC Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside (FAR 19.14)
 
Description
1. The following guidance is provided to your company in an effort to clarify the award process utilizing trade off practices. This acquisition is issued as a 100% Service-Disabled Veteran Small Business Set Aside. Our expectation is that each contractor performs a detailed analysis of the solicitation and addresses any issues and concerns regarding the solicitation to the Contracting Officer prior to proposal submission in accordance with FAR 15.204-5(b) Section L, Instructions, conditions, and notices to offerors or respondents. 2. Award shall be made using the Best Value Source Selection Process--information is in FAR 15.204-5(c) Section M, Evaluation factors for Award. An assessment shall be conducted on the offeror's recent and relevant performance; hence; award may be made to other than the lowest price based on past performance. The basis for award is past performance will be evaluated on a basis significantly more important than price. The solicitation is a Request for Proposal, a process by which the Government may or may not conduct negotiations or discussions. No formal bid opening will be held, and the results will be released after award. 3. In addition to implementing the Best Value process, environmental compliance has been an ongoing consideration. Below guidance has been established outlining the standards that must be complied with: Offerors are reminded of the environmental requirements contained in the solicitation to comply with all applicable federal, state, and local environmental statutes and regulations. In addition to the scrutiny of the civil environmental regulatory and enforcement agencies, environmental compliance incidental to Air Force activities or on Air Force property is subject to Air Force scrutiny. The Air Force routinely investigates environmental violations and cooperates fully with civil authorities to secure remedies and discourage future violations. Failure to comply with environmental statutes and regulations can subject the contractor to criminal and civil penalties and/or contractual sanctions including, but not limited to, termination, suspension, and debarment, and adverse past performance assessment. 4. In accordance with FAR 52.204-7(b), a prospective awardee shall be registered in System for Award Management (SAM) database prior to award. Registration may be accomplished at the website: www.sam.gov. 5. All proposals and/or amendments in response to this solicitation must be emailed to jahaun.stafford.2@us.af.mil and maureen.harris.1@us.af.mil. Offerors are responsible for submitting proposals, and any revisions, and modification, so as to reach the Government office designated in the solicitation by the time specified in the solicitation. Offerors may use any transmission method authorized by the solicitation (i.e., electronic commerce). The emailed proposal must show acceptable evidence to establish the time of receipt at the Government installation designated for receipt of proposals, such as the electronic time/date stamp of that installation on the emailed proposal correspondence, other documentary evidence of receipt maintained by the installation, or oral testimony or statements of Government personnel. The submitted proposal must also show the Solicitation Number and the name and address of the offeror. Faxed proposals will NOT be accepted. Emailed proposals will be accepted. 6. The referenced solicitation can be found at the beta.sam.gov website (https://beta.sam.gov/). It is the contractor's responsibility to check the beta.sam.gov website regularly for any amendments and/or changes to the solicitation. 7. A site visit for this project has been scheduled for 04 May 2021 at 10:00 AM (CST). See FAR 52.236-27, Alternate I Site Visit (Construction) of this solicitation for more information. 8.
