Description
20 April 2021 Update **The GM Futures effort will replace the DSC contract with separate contract awards for Ground-Based Midcourse Defense Weapons System;�Systems Integration, Test and�Readiness; and three sole source contracts for�the In-Service Fleet.** The Missile Defense Agency (MDA) is issuing this draft solicitation to design, develop, test, and field the next Ground-Based Midcourse Defense (GMD) Weapon System (GWS) Program.� The GWS acquisition will continue to provide warfighter capability to operate the GMD weapon system, develop GWS software and hardware for the current Ground Based Interceptor (GBI) and upcoming Next Generation Interceptor (NGI) fleet (with up to two different initial development designs), increase capacity, capability and throughput for messages between communications systems and Kill Vehicles (KV), and update the legacy system to remain effective while NGI is under development. THIS IS NOT A REQUEST FOR PROPOSALS (RFP). This is a DRAFT RFP issued for information and planning purposes only in accordance with FAR 15.201. This DRAFT RFP does not constitute a formal RFP, it is not a commitment by the Government to award a contract, nor does the issuance restrict the Government�s acquisition approach. This draft RFP is subject to change. The Government will not pay any costs incurred by a potential Offeror as a result of the posting of this draft solicitation. The MDA intends to competitively award an Indefinite Delivery/Indefinite Quantity (IDIQ) contract to a single source based on Full & Open competition.� The North American Industry Classification System (NAICS) code for this acquisition will be 541715 � Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology).� . Foreign Ownership Exclusion: The Draft RFP contains classified information. Therefore, recipients must be U.S. firms/businesses (i.e. not under Foreign Ownership, Control, or Influence (FOCI)). In accordance with DoD 5220.22-M, a U.S. company is considered under FOCI whenever a foreign interest has the power, direct or indirect, whether or not exercised, and whether or not exercisable through the ownership of the U.S. company's securities, by contractual arrangements or other means, to direct or decide matters affecting the management or operations of that company in a manner which may result in unauthorized access to classified information or may adversely affect the performance of classified contracts.� � Access to Draft Solicitation /Bidder�s Library The draft solicitation/Bidder�s Library, including classified and unclassified documents, are available to interested parties upon request.� Access to the GWS draft solicitation/Bidder�s Library is restricted to Offerors that have been cleared by MDA Contracting and Security Officials.� Dissemination by Offerors to subcontractors will be in accordance with the GWS DD Form 254, which MDA will provide upon access approval.� Subcontractor access is the responsibility of the Offeror. �In order to receive the classified documents, the respondent requires a facility security clearance of no less than SECRET. �This requirement shall be flowed down from the Prime Offeror to all subcontractors prior to dissemination of information. �Potential prime offerors and respective subcontractors shall only use the information covered by these access instructions to prepare an offer on the GMD Future acquisition and destroy the information at the conclusion of proposal activities. For access requests, Offerors must complete the Document Access Agreement and Request Form and the Contact Information Form. �Please return the completed forms to the Unclassified GWS Email Account (GWSFutures@mda.mil). �Utilize DoDSAFE �as necessary.� Companies that submitted the Document Access Agreement Form for GMD Futures Industry Day must resubmit this form. Companies that submitted the Document Access Agreement Form for the GWS Bidders Library do NOT need to resubmit the form. The draft RFP will be sent to cleared interested parties via DoDSAFE upon request. Recipients are placed on notice that all technical data and computer software (as defined in DFARS 252.227-7013 and DFARS 252.227-7014) furnished by the Government is in an ""as is"" condition without any warranty as to its accuracy, completeness, or adequacy. The contractor shall use this technical data and computer software at its own risk. The Government assumes no responsibility for such furnished data/documentation/computer software. Draft Solicitation Responses: In response to the draft solicitation, industry has an opportunity to provide feedback.� The Government does not want complete proposals at this point.� Feedback is desired, but not limited to, the following areas: Contract structure and content, task order content (i.e. separate or combined), Section L and M, incentives, and clauses pertaining to synchronization across GMD contracts. Responses are due, no later than 4:00 pm Central Time on May 3, 2021.� Late submissions will not be accepted. �Hardcopy responses will not be accepted.� Questions/comments related to this draft solicitation should be submitted to the email address(es) below. Information provided with each comment or question shall include the pertinent document name, document date, specific page, paragraph, or other definitive citation. Only comments should contain company specific information (confidential commercial or financial information). The Government will take questions/comments into consideration; however, it will not publish the comment or provide feedback at this point.
