Description
THIS IS A NON-COMPETITIVE (NOTICE OF INTENT) SYNOPSIS WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION. The National Institute of Mental Health (NIMH) intends to negotiate on a sole source basis with PPD Development LP, 929 N. Front Street, Wilmington, NC 28401 to extend the period of performance of Purchase Order No. HHSN271201700007A for one additional year to allow for completion of activities under the order.� The current site monitoring services performed under Order No. HHSN271201700007A with PPD Development, LLC. (PPD) expires on 5/26/2021. PPD has during the prior periods of performance solely completed all site initiation visits (SIV) and interim monitoring visits (IMV) for the clinical sites. Unfortunately, due to COVID, there have been delays and the close-out of the six clinical sites cannot be completed by the purchase order expiration date. A one-year extension would allow PPD to complete the final oversight monitoring (e.g., close out visits (COV)) given their established relationships, site training completed on SOPs, presence, and rapport with the study staff. If PPD Development is not allowed to complete the tasks outlined in the SOW there would be greater cost to the Government to bring an alternative offeror up to speed in order to complete outstanding tasks and to limit any delays or disruptions in the final scheduled site monitoring visits. In addition, bringing on a new contractor at this point would endanger consistency of data and make it unusable. Without an extension, NIMH�s ability to appropriately monitor clinical sites for the Research Partnerships for Scaling Up Mental Health Interventions in Low-and Middle-Income Countries (i.e., Scale-Up Hubs) would be terminated prior to completion. Given this multi-year investment and time commitments, PPD Development is the only vendor that can complete this work without major delays in the final scheduled site monitoring visits. THIS SYNOPSIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, interested parties may identify their interest and capability to respond to this notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov. All responses must be received by the closing date and time of this announcement and must reference the solicitation number, NIMH-21-002894 .
