- The Naval Oceanographic Office (NAVOCEANO) Contracts Department at Stennis Space Center, MS 39522, hereby formally announces the intent to award a firm-fixed price contract on a sole source basis (under the authority of 10 U.S.C. 2304(c)(1) as implemented by FAR 13.106-1(b)) to Seahorse Geomatics, Inc. because the �circumstances of the contract action deem only one source reasonably available.��The Contractor will be required to provide on-site (per CDC Guidelines for COVID-19) specialized training in Multibeam theory, operation, survey planning and specifications, analysis and practical survey training to meet the requirements specified in the IHO S-5B, Standards of Competence for Category �B� Hydrographic Surveyors. This notice of intent is NOT a request for competitive proposals. A determination by the Government not to compete this proposed contract action is based on market research and is solely within the discretion of the Government. �This acquisition is being solicited on an unrestricted basis. North American Industry Classification Standard (NAICS) code is 611710, Educational and Support Services. The small business size standard is $16,500,000. Even though the intent is for a sole source contract, all responsible sources may submit a quotation which will be considered by the agency. Quotations are not being requested and a written solicitation will not be issued. Interested persons may identify their interest and capability by responding to the requirement through email submission to the Contract Specialist, Zahrah Maynard, at zahrah.maynard@navy.mil no later than 05:00 PM CST, 25 April 2021. If no responses are received by the above referenced date/time a sole source contract will be awarded to Seahorse Geomatics, Inc. The award date is estimated to be no later than 29 April 2021.
