- Notice of Intent to Sole Source/Sources Sought The First Responder Network Authority (FirstNet) Chief Procurement Office intends to negotiate with Keysight Technologies, Inc., located in Colorado Springs, CO, on a sole source basis under the authority of FAR Subpart 13.106-1(b), Soliciting from a single source, for providing an MXG X-Series RF Vector Signal Generator service agreement. The unique technical specifications for the service agreement are the capability to provide original equipment manufacturer (OEM) support, calibration, service and parts. The NAICS Code is 334515 Instrument Manufacturing for Measuring and Testing Electricity and Electrical Signals, with a Small Business Size Standard of 750 employees. FirstNet anticipates negotiating and awarding a firm-fixed-price contract to Keysight Technologies, Inc. for this requirement. Interested parties who can demonstrate they could satisfy the requirements listed above for FirstNet must clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. Please limit responses to five (5) pages or less. Responses should include the following information: 1. Name of company that will provide product. 2. Name of company that will manufacture the product. 3. Spec sheets and examples of products that meet the specifications. 4. Typical lead time to deliver the product after receipt of order. 5. Any other relevant information that is not listed above which the Government should consider in developing our minimum specifications and finalizing our market research. This notice of intent is not a solicitation. Information submitted in response to this notice will be used solely to determine whether competitive procedures could be used for this acquisition. If competitive procedures are not used it is estimated that an award will be issued by 5/1/2021. Any questions regarding this notice must be submitted in writing via email to chendra.conklin@firstnet.gov. All responses to this notice of intent must be submitted so that they are received at chendra.conklin@firstnet.gov no later than 5:00 pm MST 4/26/2021. Justification to sole source: The following sole source justification applies to this procurement: FirstNet currently owns a Keysight Signal Generator equipment, which is integrated into our technical environment. The requirement is for a service agreement for the existing MXG X-Series RF Vector Signal Generator. The Government may incur a significant cost to integrate different hardware/software in to the technical environment. FirstNet staff may have to reconfigure our current infrastructure to accommodate new technology, which may introduce new risks in the FirstNet environment. FirstNet staff will have to be trained on new technology, incurring training costs. Procuring a different product will cause unwanted issues with compatibility and cross utilization, and also incur unnecessary costs in order to purchase and train personnel on new technology, funding for which agencies do not have available in today�s market of congressionally mandated budgetary constraints. Keysight Technologies, Inc is the manufacturer of this product and is the only vendor that can provide repair and calibration services for this product. No other vendor/supplier has been identified to provide a repair and calibration service agreement for this equipment.
