- VHAPM Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Attachment 1: Single Source Justification for SAP under the SAT DEPARTMENT OF VETERANS AFFAIRS Justification for Single Source Awards IAW FAR 13.106-1 For Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K) Acquisition Plan Action ID: 36C250-21-AP-2847 1. Contracting Activity: Department of Veterans Affairs, VISN 10, Ann Arbor VA Medical Center, 2215 Fuller Road, Ann Arbor, MI 48105-2303 2237 # 506-21-2-118-0159 2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: DUO HEADLIGHT/ SURGICAL LIGHT Use for Surgical Procedures 3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: Integra s LED Headlight with Battery and AC/DC Power Supply model offers consistent illumination across a broad range of surgical procedures. Their headlight cameras come with LED lights, which ensure that there will not be any overheating issues. This is an important feature because light burns may cause a direct threat to patient safety. The LED light source also allows for a more vibrant color output to maximize the visualization of anatomic features. Integra headlight systems support both battery and AC/DC power supplies. This is a critical necessity when the surgical staff are performing multiple multi-hour surgeries within a day. This also decreases patient s time in the OR by eliminating the need for constant battery changes. The OR is currently standardized on the Integra headlamp system, and equipment this is the only system compatible with charging docks already in use. To deviate from this equipment would result in additional costs to the government, as current charging docks and accessories would need to be replaced. 4. Description of market research conducted and results or statement why it was not conducted: Market research was conducted via VA s National Contract Service (NAC), GSA eLibrary, beta.SAM.gov, eCMS, FPDS, email to EOM, and the internet. VIP was queried using NAICS 339113 & Integra which found 24 SDVOSBs; however, after contacting the manufacturer, it was found that only one small business was able to provide the requested items. The NMR does not apply to this procurement & SBA has not provided a class waiver for NAICS code 339113 + PSC 6515, so the rule of 2 could not be met. This will be sole sourced to Buffalo Supply, a small business concern, via open market. 5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b).
