- The Department of Veterans Affairs, Network Contracting Office (NCO 12) Great Lakes Acquisition Center anticipates entering into an exception to fair opportunity procurement with Four Points Technology, LLC. for Philips IntelliVue MX700 Patient Monitors and accessories for the William S. Middleton Memorial Veterans Hospital located in Madison, WI. This acquisition is conducted using the authority at FAR Subpart 16.505(b)(2)(i)(E): For orders exceeding the simplified acquisition threshold, a statute expressly authorizes or requires that the purchase be made from a specified source. The statutory authority permitting an exception to fair opportunity for this action is 38 U.S.C. 8127(c), known as the Veterans First Contracting Program which provides the authority to directly contract with a Service-Disabled Veteran-Owned Small Business (SDVOSB) or a Veteran-Owned Small Business (VOSB). Other entities may identify their interest and capability by responding to this requirement no later than 4/23/2021 at 5:00 p.m. CDT. This notice of intent is not a request for competitive proposals; however, all interested entities submitting a response to this notice must do so no later than the period specified for consideration. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Information received because of the notice of intent will normally be considered for determining whether to conduct a competitive procurement. No solicitation document is available.
