- Description
- The U.S. Fish and Wildlife Service (FWS) hereby submits a Notice of Intent (NOI) to inform industry contractors of the Government's intent to award a sole source, firm-fixed priced Blanket Purchase Agreement to Allied Cooperative, 540 S Main St, Adams, WI. This contract action is for commercial services under NAICS code 324110, Petroleum Refineries for which the agency intends to solicit and negotiate with only one source under FAR 13.106-1(b), Simplified Acquisition procedures. FWS anticipates an award of a five-year Blanket Purchase Agreement (BPA) in May 2021 with a with an estimated five-year total contract value of $175,000. The Necedah National Wildlife Refuge in Necedah, WI has a fuel delivery requirement for liquefied propane gas (LPG), diesel fuel and unleaded fuel. The facility requires delivery of gas and fuel to six individual locations/tanks on the Refuge. The facility utilizes approximately 4,000 gallons annually of LPG and 4,000 gallons combined of unleaded gas, diesel fuel and off-road diesel fuel annually, depending on project work and staffing levels. Currently this facility is leasing six LPG tanks from Allied Cooperative. As a result of the leasing agreement, the LPG must be purchased through this contractor as no other contractor is authorized to fill the tanks. In addition to sole sourcing the LPG to Allied Cooperative, the Government intends to purchase all diesel fuel and unleaded fuel from this vendor as they offer all our fuel requirements. It is in the best interest of the Government to purchase all three fuel requirements from one contractor who is in close proximity to the facility. This announcement constitutes the only notice. This is not a request for competitive quotes. All interested parties that believe they could satisfy the requirement listed above may submit a capability statement, which must demonstrate clear and convincing evidence that competition would be advantageous to the Government and would not be cost or time prohibitive. Responses received from this solicitation will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the agency not to compete this proposed contract based upon responses to this notice is solely within the discretion of the agency.
