South Dakota Job Order Construction Contracts (JOCC) is a project delivery method utilized by organizations to get numerous, commonly encountered construction projects done quickly and easily through multi-year contracts for a wide variety of renovation, repair and minor construction projects. JOCC is most commonly used to clear deferred maintenance backlog, perform rapid response recurring project needs, and construct renovation projects. A Job Order Contract is a competitive bid, fixed price, multi-year construction contract based on established or published unit prices from RS MEANS. The unit prices are used to price construction tasks associated with the scope of work. The contract is an IDIQ or indefinite delivery indefinite quantity contract for on-call construction services. These vehicles allow other agencies to order off of them if GSA has determined that delegation of the project is appropriate. Indefinite Delivery Indefinite Quantity Contracts (IDIQ) contracts are more efficient than traditional procurement contracts, thus costing less money and time/resources.The government places delivery orders or task orders against a basic contract for individual requirements. Minimum and maximum quantity limits are specified in the basic contract as either number of units or as dollar values. The government uses an IDIQ contract when it cannot predetermine, above a specified minimum, the precise quantities of supplies or services that it will require during the contract period. Exact dollar amounts for minimums must also be named. IDIQ contracts are more efficient than traditional procurement contracts, thus costing less money and time/resources. Blanket Purchase Agreements (BPA) on GSA Schedule is an agreement established by a government buyer with a Schedule contractor to fill repetitive needs for supplies or services (FAR 8.405-3). BPAs make it easier for the contractor and buyer to fill recurring needs with the customers specific requirements in mind, while using the buyers full buying power by taking advantage of quantity discounts, saving administrative time, and reducing paperwork.
