- This is a combined synopsis/solicitation for commercial items prepared in�accordance with the format in Subpart 12.6, as supplemented with additional�information included in this notice. �This announcement constitutes the only solicitation, quotations are being requested, and a written solicitation will not be�issued. Solicitation 1027077RFQ is issued as a request for quotation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-05.� The associated NAICS code is 541715 and it is a total small business set-aside.�� Description of the requirement is to identify unique metabolites of 48 samples indicating the effect of LGG on the metabolism of the gut microbiota using a human gastrointestinal simulator gastrointestinal simulator over the course of 3 days and 3 different areas of the colon per the Statement of Work (SOW) Attachment A Delivery and Acceptance USDA-ARS-ERRC, 600 E. Mermaid Lane, Wyndmoor PA 19038 Respondents must have current and active System for Award Management (SAM) registration and have completed Online Representations and Certifications online at www.sam.gov. By submission of quotation, respondent certifies that SAM registration is current to include Online Representations and Certifications as of quotation submission date in accordance with FAR 52.204-7, System for Award�Management. Registration must remain active through final payment of any�award resulting from this solicitation. (b) Technical Capability and Qualifications Statement describing experience and ability to provide extensive, quality analysis of the metabolomics and lipidomic profiles of the samples and meet shipping, and delivery requirements as identified in the attached statement of work requirements. (i) Completed copy (Attachment B) of the provisions FAR 52-212-3 Offeror Representations and Certifications � Commercial Items. (ii) The FAR clause at 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. (iii) FAR clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition. (iv) FAR clause at 52.204-25, Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or Equipment. (AUG 2019) (Section 889(a)(1)(A) of Pub. L. 115-232) (v) �The following additional contract requirement(s) or terms and conditions as determined by the contracting officer are necessary for this acquisition and consistent with customary commercial practices. There are no additional contract requirement(s) or terms and conditions applicable to this acquisition. The basis for any potential award is Lowest Price Technically Acceptable (LPTA). ""LPTA"" means the expected outcome of the acquisition that, results from selection of the lowest evaluated price (evaluated by adding the total price of all line items for all years) that fully meets capability to provide all line items and having satisfactory past performance. Only the lowest priced quote will be evaluated for acceptability. The next lowest quote will only be evaluated if the aforementioned quote is not found to be acceptable (and so on). Only one award is contemplated under this solicitation. (vi) Responses to this solicitation must include sufficient information to establish the interested parties' bona-fide capabilities of providing the product or service. The price can be project based or the quote shall include: unit price, list price, shipping and handling costs, delivery days after contract award, delivery terms, prompt payment discount terms, F.O.B. Point (Destination or Origin); product description; and any other information or factors that may be considered in the award decision. Such factors may include: past performance. In addition, the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size must be included in the response.
