- THIS IS NOT A REQUEST FOR PROPOSALS, AN INVITATION FOR BIDS, OR A REQUEST FOR QUOTATIONS. FURTHER, IT DOES NOT REPRESENT A COMMITMENT BY THE GOVERNMENT TO PAY FOR COSTS INCURRED IN PREPARATION AND SUBMISSION OF DATA OR ANY OTHER COSTS INCURRED IN RESPONSE TO THIS ANNOUNCEMENT. This is a Sources Sought Notice with the intent to award a sole source order to Siemens Industry Software, Inc. (SIEMENS) under the authority of FAR 13.106-1 based on SIEMENS� unique technical qualifications as the only developer and license provider of the MADYMO software and maintenance as described below. This software is unique in that it is the only known software specifically intended for advanced occupant simulation in highway and aviation modes. Notice is provided as information to the marketplace, market research, and is an invitation for any other qualified companies to express their interest in and demonstrate their capability to provide software that performs the required work. Background The National Transportation Safety Board (NTSB) is an independent Federal agency with the primary missions of investigating civil aviation accidents in the United States and significant accidents in the other modes of transportation -- railroad, highway, marine and pipeline -- and issuing safety recommendations aimed at preventing future accidents. The NTSB has a requirement to purchase one (1) MADYMO software license and maintenance which includes MADYMO/Multibody + FEM and MADYMO/General Purpose Tokens (20 General Purpose, 1 Coupling) from SIEMENS for one 12-month base year and four 12-month option years for a total of up to five (5) years. MADYMO is a MAthematical DYnamic MOdeling software suite that combines Multi-Body (MB), Finite-Element (FE), and Computational Fluid Dynamics (CFD) solution capability in one application. MADYMO software is an engineering software tool that enables users to model and evaluate occupant safety systems in an efficient and cost-effective manner. MADYMO provides a large degree of flexibility that is essential when modeling complex occupant motion and interactions in detailed interior environments. This software will be used extensively by the NTSB to simulate many advanced features installed on the current generation of surface and air vehicles, likely on buses, trains and general aviation aircraft. MADYMO is a worldwide standard and is commonly used by design companies, research laboratories, and technical universities. SIEMENS possesses unique technical qualifications as it is the only known developer and license provider of MADYMO software and maintenance. This software is unique in that it is the only software specifically intended for advanced occupant simulation in highway and aviation modes. Required Capabilities The NTSB requires one (1) MADYMO software license and maintenance which includes MADYMO/Multibody + FEM and MADYMO/General Purpose Tokens (20 General Purpose, 1 Coupling). The NTSB requires an engineering software tool that combines Multi-Body (MB), Finite-Element (FE), and Computational Fluid Dynamics (CFD) solution capabilities into one application. Each physics type can be solved separately or combined in a multi-physics solution. The software alone must be able to be used to solve a wide range of computer aided engineering problems. A contractor capable of providing such software must also demonstrate prior past performance for providing similar top-quality software for use in the Automotive Industries for the development of occupant restraint systems and accident reconstruction. Furthermore, the software must possess a large database of Anthropomorphic Test Devices (ATDs) (aka Test Dummies) and Human Body Models for occupant safety development. Finally, the software must have functionality to support highway specific occupant simulation studies. Sources capable of fully satisfying the above requirements are invited to submit capability statements/expressions of interest providing the Government the necessary information to determine actual capability. At a minimum, this information, which must be prepared specifically in response to this notice should, must include: (1) identification of company or organization; (2) an assertion of existing, full capability to meet proposed requirements; (3) business/contracts/marketing office point(s) of contact; (4) notification of business size and /or special status; and (5) any additional information that may be useful to the successful procurement of the requirements, if solicited. These expressions of interest shall adhere to a ten (10)-page submission limit plus web links and any specialized product descriptions. The statement of qualifications should include only information that clearly demonstrates the respondent's capabilities, expertise, and experience to perform the requirements described in this notice. General marketing material should not be included. The NTSB prefers that companies do not submit proprietary material. However, the Government recognizes that proprietary data may be a part of your submittal. If so, clearly mark such restricted or proprietary data and present it as an addendum to the non-restricted/non-proprietary information. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed order based upon responses to this notice is solely within the discretion of the Government. All responsible sources may submit a capability statement, which shall be considered by NTSB. Parties must submit information within seven (7) days of publication of this notice. NTSB will not return capability statements and the supporting documentation submitted in response to this notice. Telephone responses and inquiries will not be accepted.
