- This is a Request For Information - This synopsis is for information and planning purposes only and is not to be construed as a commitment by the Government. No contract will be awarded as a result of this Sources Sought announcement. The United States Geological Survey, Office of Acquisition and Grants is soliciting information from qualified sources; the results of this announcement will be evaluated to determine if there are businesses capable of performing the proposed work. The US Geological Survey, Office of Acquisition and Grants seeks responses from vendors that possess the capability to provide continued development and support for a suite of online tools to meet the needs of the Pacific Northwest Aquatic Monitoring Partnership (PNAMP). PNAMP is a partnership of federal, state, tribal, local and private organizations working together to improve planning and coordination of monitoring activities to support conservation of natural resources. Under the direction of a multi-agency team of subject matter experts, a suite of online tools (www.monitoringresources.org) was created to enhance coordination and collaboration among natural resource monitoring practitioners and support them in the development of study designs; collection, storage, and sharing of data; and development of project metadata. It is expected that the work to design, develop, and test software will be reliant upon principles of agile software development methods. The vendor will be expected to work closely with a core planning group, to include the USGS/PNAMP project lead. Feedback from users may be used to inform the prioritization of features and functions of the products. Development should continue in iterative phases, with the understanding that functionality may change based on emerging needs or priorities. Development of the monitoringresources.org toolset was initiated through individual competitive contracts and GSA delivery orders starting in 2010, using funding provided by various sources. As the primary contract holder, Bonneville Power Administration has rights to the work product and in order for any other vendor to be allowed to maintain or enhance the application, BPA would have to provide legal consent and a governance structure would need to be established to ensure that any modifications made to the source code or database were performed in a way that would not jeopardize BPA�s interests.
