- The Savannah District Corps of Engineers is requesting information regarding the market capabilities of potential contractors that can perform the construction of Seymour Johnson Air Force Base`s new main gate located in Wayne County, Goldsboro, North Carolina. This request does not obligate the Government in any way to post a Request for Proposal or award a contract. Information received will be considered for the purpose of market research and determining how to best move forward with the procurement. Applicable NAICS code is 237990 with a size standard of $39.5 Million. The potential magnitude for this requirement is estimated between $5 Million to $10 Million dollars. Inquiries will only be accepted via email to Contract Specialist, Mr. Lennie K. The request for Information sheet should be completed and submitted no later than March 30, 2021 at 3:00 pm. Eastern. This is not a solicitation. This posting is a Sources Sought Notice only. Work may�include but not limited to the following: Contractor shall furnish all plant, labor, equipment, special equipment, and material to fulfill the requirement of this Contract. Construction of Seymour Johnson Air Force Base`s new main gate. Berkeley Gate is the primary Installation Entry Control Point and runs 24/7 operations. It is used by Privately Operated Vehicles and visitors and experiences high volumes of traffic during peak hours. There are two inbound and two outbound lanes, the second inbound lane is only used during peak hours. New configuration of the entry control point should contain all threat scenarios outlines in Unified Facilities Criteria 4-022-01 and Surface Deployment and Distribution Command Transportation Engineering Agency Pamphlet 55-15. Demolish and remove existing wedge style Active Vehicle Barriers, pavement, concrete curbs, sidewalk, and passive vehicle barrier. Construct new roadway that meets requirements for all Response Zone Threat Scenarios, to include roadway lighting, concrete curbing, and sidewalks. New roadway will provide Security Forces personnel with turn around/denial/exit points for unauthorized vehicles. Install new Active Vehicle Barriers for final denial and passive barrier system along inbound and outbound lanes. The Active Vehicle Barrier system will be a Net system rated to contain threat vehicles at max velocity allowed by geometric design. The Passive Vehicle Barrier will be a brick veneer knee wall and extend along all new roadway. It will contain threat vehicles as define in Unified Facilities Criteria 4-022-01 and be consistent with the installation�s exterior architectural standards. Construct a Privately Operated Vehicle search area located within the access control zone, which provides an enclosed, Architectural Barriers Act compliant shelter/waiting area for vehicle occupants removed from vehicle during search operations, and vertical screens/canopy for search area. Construct an overwatch facility near the end of the Response Zone at the Active Vehicle Barrier location. Overwatch should be constructed in accordance with Installation Facilities Standards and Unified Facilities Criteria 4-022-01. Construct one parking spot at overwatch location for a Security Forces vehicle. Please submit: Capability statement addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. Please state if you have experience in performing Construction of Installation Entry Control Points, Military construction projects.
