- The NAVSUP Fleet Logistics Center Norfolk, Philadelphia Office is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to provide continued support for 45,000 copies of Thursby licenses and associated software maintenance in support of the various software products that are currently being utilized by CNRFC to operate its �Ready-2-Serve� (R2S) responsive website on the Navy Reserve homeport. The website serves as a critical communication tool for CNRFC. R2S is designed to improve the capability to rapidly deliver Selected Reservists (SELRES) to the supported commander. The secure R2S integrated mobile application requires DoD PKI 2-factor authentication from the mobile device. R2S users must have an approved U.S. DoD Common Access Card (CAC) reader and a Navy Reserve Homeport user account to use the application. The specific software application being procured is a modified version of the PKard to make it specific to the Navy Reserves Ready-2-Serve website. To the best of CNRFC�s knowledge, Thursby�s resellers do not have authority to sell this product and can only be acquired directly from Identiv/Thursby Software Systems, Inc. THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for quotes; submission of any information in response to this market survey is purely voluntary; the Government assumes no financial responsibility for any costs incurred. If your organization has the capacity to perform the contract services as described, please provide a written Statement of Capability (SOC) not to exceed three pages in length, including attachments, that describes your ability to meet the requirements. The SOC shall include the prospective contractor�s name, mailing address, phone number, website, and name and email address of designated point of contact; business type; and socio-economic category. Submission Instructions: Interested parties who consider themselves qualified to provide these services are invited to respond to this sources sought notice by close of business on 27 April 2021. The SOC must be emailed to Aleksandar Rajcic at aleksandar.rajcic@navy.mil. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions.
