This is a SOURCES SOUGHT NOTICE; there is no solicitation available at this time. No response will be provided to requests for solicitation. THIS SOURCES SOUGHT NOTICE IS PUBLISHED FOR MARKET RESEARCH PURPOSES ONLY. The Defense Threat Reduction Agency (DTRA) has a requirement as follows: 1. Background The Defense Threat Reduction Agency enables the Department of Defense, the United States Government and International partners to counter and deter weapons of mass destruction and improvised threat networks. DTRA�s Nuclear Weapons Effects (NWE) Simulator Program provides the capability for Department of Defense (DoD) programs to validate and verify survivability of military hardware against a nuclear event; ensure operational capability of military hardware; and deter against nuclear attack. Current DTRA-owned NWE simulators include: the Double-EAGLE (DE), the Pithon, the Modular Bremsstrahlung Source (MBS), and the Short Pulse Gamma (SPG), all of which are housed at the L3Harris Technologies (""L3"") facility in San Leandro, CA. The DE, Pithon, MBS, and Pulserad 1150 (PR1150) were fabricated in the L3 facility and placed in government service in the 1960s and 1970s under contract by the Defense Nuclear Agency (DNA) to build a strong NWE knowledge base. Additionally, L3 is currently building Quad Eagle under the X-ray Simulators for Test and Evaluation of Nuclear Survivability (XSTENS) contract which will replace DE. In addition to the DTRA-owned simulators, this facility also houses the PR1150 simulator that is owned by L3 and is used in conjunction with the DTRA-owned machines to provide the aforementioned services. 2. Scope The scope of this requirement is to provide support for all present and future NWE Simulator Program requirements. These activities include supporting applicable DTRA directorates and other government agencies with Simulator Sustainment, Research & Development (R&D) and Test Support. 3. Objectives The contractor shall provide expertise and other assets to conduct, implement, and sustain capabilities in the following broad functional areas: a. Sustain and enhance the functionality of the DTRA-owned NWE simulators to perform research, development, test and evaluation to assure that the critical defense systems meet mission nuclear hardening and survivability (NH&S) requirements as mandated by Department of Defense (DoD) Instruction 3150.09, the Nuclear Posture Review, and United States Strategic Command (USSTRATCOM) Instruction 501-2. The DTRA-owned simulators will be periodically exercised for R&D experiments to enhance their capabilities and reliability, and to maintain scientific and technical expertise. b. Perform R&D to improve the NWE capabilities of DTRA-owned simulators. c. Provide engineering and scientific testing support to DTRA and other defense-related programs, which includes test design/planning, simulator and diagnostics operations, and data collection/analysis. d. Support the disposition of DTRA-owned equipment via dismantlement and/or transfer. As part of your capability submittal, please provide responses to the following: 1. Describe your experience in modern pulsed power science technology and its application specifically for NWE; 2. Describe your experience with the various simulators identified above, or similar simulators, including their use in testing, R&D, and maintenance; 3. Describe your experience in x-ray source development and demonstration for NWE simulators (surrogate x-ray techniques as well) that can deliver dose rates in excess of 1E11 rad(Si)/sec; 4. Describe your experience with critical test environment and component response diagnostics and instrumentation associated with NWE simulators; 5. Describe your approach and experience in user support, outreach and engagement as it relates to providing NWE testing to new and existing customers Sources having the capability and/or concept to meet these requirements are invited to respond to this notice. Responses should be limited to a ten (10) page white paper in 12 point Times New Roman font for any given capabilities and/or concept, not including cover page, cover letter and table of contents. Any proprietary information should be clearly identified as such. No classified information should be provided. Submitted data and information will not be returned. Any information submitted in response to this Sources Sought Notice is strictly voluntary. This notice is for information planning purposes and the Government will not pay or otherwise reimburse respondents for information submitted. Electronic responses are required and shall be submitted to Stephanie Yang, Contract Specialist, at stephanie.yang.civ@mail.mil and copy Daisy Chang, Contracting Officer, at daisy.m.chang.civ@mail.mil no later than June 04, 2021 at 5:00PM ET. All emails should include in the subject line the RFI number and the submitting organization�s name. All documentation shall become the property of the Government. Unless otherwise stated herein, no additional information is available. Requests for the same will be disregarded. There is no commitment by the Government to issue a solicitation, to make award or awards, or to be responsible for any monies expended by any interested parties in support of any effort in response to this Sources Sought Notice.
